There isn't any way to "obscure" your IP except by using an anonymizer service.
An anonymizer service is a repackaged proxy/vpn service. Traffic is forwarded from your computer to a gateway in the middle before heading for the destination. It takes someone a bit longer to find out who you are. The penalty for using something like this is decreased performance (higher ping, increased dropped packets) and poor support for many games.
Trying to "hide" your ip is a waste of time.

An IP-scrambler or anonymizer routes your traffic through a proxy-server so that the site/game your accessing gets the IP address of the proxy-server instead of yours.
Proxy-servers are owned by persons and companies who have to pay for the bandwidth they use. Providing anonymous surfing and e-mail is cheap. Having people play games and download eats up massive amounts of bandwidth and is thus usually disabled.
Second, since proxy servers mess with the package in order to change the address, EVE may think you're messing around with cheat programs and disconnect you.
Third, if you weren't planning of using it for EVE, most programs have a simple on/off button.

If you're serious about this for a game, expect the cost to be about the same as you pay for telphone service + isp service. Otherwise all you're getting is something to surf naughty web pages.

Otherwise all you need is something that offers an anonymizer/vpn service, allows file transfers with very nice bandwidth allocations, and is out of the country. It'll probably be easier to just rent/purchase your own server in some data center somewhere.

As for Eve, there's no reason to hide your IP - you're not doing anything illegal and using a proxy will lag you terribly.
As for file sharing, if you want to do something illegal and decide it's worth the risks, then just freakin' do it. Fewer things annoy me more than people trying to make up long-winded excuses to justify their actions.

I don't get where you're coming from, the question was simple, does any such program conflict with EVE, answer was some come with a toggle. Now if someone would be kind enough to point me towards such software.
How I fileshare I think is pretty much up to me and any law enforcement with jurisdiction and manpower, my aim is to make it more work for them. Your notion of a daylight robbery approach has been noted and tossed aside.

Honestly, this type of question leads me to believe you actually don't understand what the type of software you're after does.
It doesn't magically make you untraceable. It doesn't even really make you harder to trace for people who have the authority to legally trace you. It just makes it (very) marginally harder for script kids to screw with you, or for people casually trying to screw with you to look up your IP.
Yes, Eve would work fine with it - but you'll lag sideways. Thus why people are telling you to toggle it - IE: Turn it off - when trying to play eve.
It's your business if you want to use it - absolutely.
But from your comments, there's only two reasons you could want to remain anonymous from "the man"
1. You think the government is spying on everyone's online activities. 2. You're actually doing something illegal and concerned about being caught.
As to #1 - if you actually and genuinly believe a government could employ the necessary number of people to "e-spy" on every nonsensical thing every inconsequential **** on the internet types at each other - and actually manage to keep that fact a secret - then (and I'm not mocking you here, this is real advice) please make an appointment with a local councilor.
As to #2 - An IP scrambler wouldn't even slow down anyone who wanted to track anything you did beyond an hour or two. Those in authority to investigate crimes wouldn't bother to track your IP or where you'd been. They'd just call your ISP and tell them to log everything there - most major commercial ISPs would agree to without even a warrant. ----------------

The only real difference here, would be who you were connecting through, and the reason.
EDIT: It appears from many of your posts, that you have unrealistic expectations about "IP Scrambling". The simplest analogy I can think of for this technology would be:
* No IP masking = Having the post office deliver directly to your home address. * IP Masking = Having a PO Box, and then having the post office forward from there to your home address.

The only one with access to the MAC would be the ISP/upstream router. Otherwise the MAC address is a non issue. There are other ways to track the connection.

Its called data mining. Garbage is feed into a system and junk is returned. Similiar tactics such as flagging individuals that check out certain books from the library. This isn't anything new. The best solution to "beat" the system is to clog it up with false positives and gibberish.
What you're seeing is just a fishing expedition. My preference is to insist on a warrant (if there is a search) then refuse to answer any questions. Force them to charge you or to let you go. Have your family trained to go through the same process.
You are under no obligation to answer questions (except maybe for a security clearance). Anything you say will be held against you. The best tactic is to say nothing.
