Didn't say T1 guns, T2 guns are = to faction guns and much less expensive. ;)

it should My set up was almost the same damn thing, but hey I'll never get credit for that now. 
as for the maelstrom setup, I would keep it like it is, only swap the kinetic rig for a Core Defence Capacitor safeguard II, that and I'm not sure about the pdu, but what else to put in that slot?

Now, here's the thing, I never really did much shield tanking etc and i'm trying to figure out what ship they'd be best used with for high sec WT pvp.
I've tested several setups in eft, nightmare, maelstrom, cnr etc and some have potential, but as I am frankly a massive newbie in this I might aswell pose the question to those among you who have more expirience with this than me.
If you had a HG crystal set and a budget of say upwards of 2b isk to spend on a ship for high sec pvp, what would you pick and how would you fit it?
I'm looking for badass tankers here, as I have rather a tanking fetish but any suggestion is welcome.
Any race/ship size acceptable.
The Rohk's a nice one. Faction fit as you see necessary:
2x Ion Blaster Cannon II 6x Neutron Blaster Cannon II

Low DPS? Wut? The setup I made does over 1k DPS, and that's without faction Gyros. Would do even more with hail. I don't know where you're getting low DPS from. ;)

Edit: Or if you want ur tank to last 2 min replace CDOS I with CDCS I but you will only be tanking 1730 overloaded 2619

That's because I generally tend to ignore the fact that you could actually stick ACs on the mael, because it handles so unbelievably sluggish 
But yeah, actually I'm surprised you can get even close to 1k out of the mael, without faction stuff. ah yeah, the ogres... I probably wouldnt clog up the drone bay with 4 heavies, but thats just me.

I swear my 1st instinct was this post was an elaborate plan to see what kind of ships to look for scamming.  
That said - if I had a couple billion to spend on tank alone....
Rokh 3x Magnetic Field Stabilizer II Reactor Control II Damage Control II
Domination 100MN MWD (for cap penalty savings!) True Sansha Warp Scram/Disruptor - your choice 2x Caldari Navy/Dread Gurista Invulnerability Field Pithi X-Type X-Large Shield Booster (Gist are afar more cap stable - but pithi rep faster and provide a better spike tank - its less desirable to mission runners so its a lot cheaper too) Heavy Cap Injector II
8x Neutron Blaster Cannon II
3x Core Defence Field Extender II Splurge go for T2 rigs.
Overheating for a little over a minute and you'll tank 2779 dps.
The beauty though - isn't that number, its the 132,000 effective HP (150,000 when you overheat the invuls).
If you get blobbed - you should be able to de-agress - tank - then dock and laugh.
Other people might get you a higher DPS tanked number - but they wont have the matching effective HP to survive most empire blobs.
Plus a Rokh doesn't scream I'M LOADED WITH BILLIONS - BLOB ME - like a Nightmare/CNR/Golem, etc do.
You can go all out and pimp out the T2 gear I included - I was just focusing on tank.

Things would be cheaper if you stayed away from the Caldari Navy items. Dread Guristas is cheaper for the same thing, typically.
