Currently on CHAOS (yes it lives again...) we are testing 2nd bonuses addon to cruisers and minor changes to current balance on them, feel free to test these out as much as you want/can and give feedback. Please note that anything posted below might change, also various others stats or descriptions of the ships:
Updated: 1. Rupture got projectile damage as 2nd bonus 2. Thorax got less cap nerf for MWD as 2nd bonus 3. Caracal RoF bonus changed to missile velocity 4. Thorax drone bay nerf is no more 5. The Thorax is mainly a military vessel, although its a great mining platform as well with its stats. Moa isn't the best missile deployer although its (suposed to be) the top of the line Cruiser for Caldari. Vexor gets a better role with these changes and the Thorax is still the biggest fear in close range.
MWD bonus sounds approriate for the Thorax, something that will get checked out.

At level 5 it has almost a free none-stacking-nerfed shield boost amplifier.
T1 Large Shield Booster with level 5 Caldari Cruiser + 2x shield boost amplifiers = 311 shield boosting per tick.

It's a long range combat-house, the explosive missile dmg addon is to increase the flexability that Minmatar ships have, we will see how well it works out for it.

Yers, looks like the Bellicose could get the missile explosive bonus and rupture the optimal bonus.

Yers, looks like the Bellicose could get the missile explosive bonus and rupture the optimal bonus.

The thorax drone bay nerf has been removed for now since drones are more fight'able, doesn't seem needed at the moment.
Drones and drone bays will get a look at later on in the future.

The resistances arn't purely added but multiplied as percentage values + the ship resistances and resistance bonuses are inversed behind the scene to give more effect on smaller numbers (i.e. 10% bonus to explosive gives more than to em on armor) as well as disallowing values to get above 100%, i.e.:
Base Explosive Resistance: 20% With Skill Level 4: 0.8 (ship) * 0.9 (10% bonus) = 0.72 = 28% Total Explosive Bonus: 8%
Base EM Resistance: 60% With Skill Level 4: 0.4 (ship) * 0.9 (10% bonus) = 0.36 = 64% Total EM Bonus: 4%
The Maller how ever gets bonus to all resistance types and the gain is vs. all kinds of attacks. But I agree with you that the Maller bonus is to little with 2.5% increase per level, it has been put back to 5% for now but will get better testing before it enters Tranquility.
The actual bonus for level 4 from 5% per level bonus to Maller is:
EM: +8% Thermal: +13% Kinetic: +15% Explosive: +16%
That's how ever a flat out 20% bonus to all resistance types if calculated:
baseValue (inverted) * 0.8
But the total gain is more on the less base resistant damage types than the others.
