It seems with all the bickering going on about security status, CONCORD, and sentry guns, that another solution to 'policing' space is needed. I propose that a prison system be implemented. With this system, good players would have the opportunity to 'capture' evil players and pirates and cart them off to face the Eve legal system. Then, based on the crimes of the criminal player, they would be shipped off to a prison station to serve out their sentence. While serving their sentence the criminals would only be able to chat, train skills, and stare at the prison station hangar. When their sentence is up, they would be issued a newbie ship and allowed to leave the station. Sentence duration would range from 1 hour to 1 month, depending on the severity of the criminal's crimes since their last incarceration, if any.
This system would give players a reasonable way to effectively police the undesireables of Eve while also adding some risk to those who choose a criminal profession.

(occupations that are "legit", and serve the purpose of making eve risky, and not a carebear mining/rat bashing sim)

Well, considering that I really believe that players should only be allowed ONE life (once you're dead, you're dead) to begin with, I think this prison proposal is a reasonable compromise. Something needs to be done to neutralize a criminal threat when one appears. Currently, criminals can keep comming back over and over again with no chance to ever make an area safe. Where as in reality, when a group of people terrorize a region you hunt them down and kill them off, and they don't come back thus providing stability to a region. Eve needs a way to simulate this. Pirates should be able to do what they want, but once a player kills them off they shouldn't be allowed to come back 5 minutes later to continue harrassing people.

Eventually, a consensus was reached on a method for preventing bounty fraud, to create real incentives for players to enforce the law using bounties, rather than a prison system. Even in game, I'm a rather peaceful person. If I was in 0.0 space and a neutral flys by, shooting him does not even cross my mind, and I would not want to part of a Corp that did such piracy.
Having said all that, your idea would kill EVE dead.
Gotta have opponents for a good game, and such a system would drive out almost all the opponents.

This game has to have bad guys and people have to loose ships in order to make builders and killers happy. its just the nature of this beast. Locking them up would only make people quit.

This game has to have bad guys and people have to loose ships in order to make builders and killers happy. its just the nature of this beast. Locking them up would only make people quit.

I suggested something similar for GRIEFFERS making it for PvP Pirates though i feel is just a bad idear and honestly if you pod kill a Pirate he will not be able to return 5 minutes later it takes time to re buy equipment and ships even if all PvP pirates in game had a spare ship of the samme type they would still have to return to the system they where killed in
now for grieffers having a player driven court system and being able to imprison Grieffers thats something else entirely however not all peoble agree's on what grieffers are me for one i feel anyone attacking Noob's (players less then 30 days old) are grieffers (corp thives spring to mind as anmother grieffer) some gate campers to an extend as well while PvP Pirates ,Ore thives and certain types of campers are not but deferent peoble feels deferently

Very creative... yet very ummm... well, you get the picture. That idea would never fly with players. If it were to be implemented, I'd quit Eve. It would be an unfair consequence to those that choose mostly PvP/piracy over other aspects of Eve.
