The L5 cruiser doesn't make sense WHY it might be there. Battleships don't need L5, and they are bigger and badder than the Battlecruisers.
Battlecruisers are (apparently) Tech 1 ships, so I think they shouldn't need more than Cruiser L3 or L4 to be flown.

I still stand by the fact that these are new ship classes, not Tech 2, not elites or anything. Thus they should NOT require L5 <race> <ship class> skills.

Ugh...they are NEW CLASSES. Not the Elite cruisers that CCP will be bringing in, ie the support cruisers.
They will/should/are/more-than-likely Tech 1 ships, meaning they should follow all other Tech 1 skill stuff.
The bigger something is with Tech 1, the more skills it requires. But since Battleships, something BIGGER than a Battlecruiser, requires only L4 cruiser, BC's should, in my mind, only require L3 cruiser, L4 max. NOT L5 cruiser, as they are NOT elites.

No. They are not elites. They are new classes. Not elite versions of existing cruisers. They are not Tech 2. They are Tech 1. They should not require L5 cruiser of any race.
And can you point us in the direction of this "XML" that is so kindly carved in cement about them being Elites?
