How about putting up collateral then?
This might involve some more overhead but you could block ALL assets from that player. The player could still move the assets around and sell them but the worth of his cash + assets at NPC prices should always cover the buy orders he has.
If a player loses assets so he doesn't cover all his buy orders anymore then a few random buy orders are cancelled untillk he covers it again. If a player cannot fullfill his buy order then his assets are confiscated and sold to NPC prices.
Maybe make an option so players can define what can be used as collateral. Traders could use only tarde goods as collateral just in case something goes wrong.
This should allow real traders to continue while stopping fake buy orders

Orestes: what the devs propose is indeed the same but only in cash. But that is actually a huge difference for traders. They have lots of goods in assets and this way they could use those goods as collateral too in stead of just cash, allowing the real traders to keep placing large orders while preventing griefers from making fake buy orders.

That would also stop the fake buy orders immediately since they would get fined and either do't pay the fine and can't make new buy orders and they won't be able to kill and remake the newbiecharacter without paying the fines.
