Cerberus, Anti-Falcon flavor.
Heavy Missile Launcher II x5
10mn MWD (Recommend best named) Large Shield Extender II Invulnerability Field II Sensor Booster II (Range script, unless target is within 100ish) ECCM - Gravimetric II
Damage Control II Ballistic Control II x3
Rigs are...eh...brain fart. Jesus I just went totally blank, some one throw me a bone here.
Fore less falcon annoyance and more range switch the eccm to another sensor booster. As far as ratting, dunno, don;t rat with a cerb in 0.0 personally, but that should soak msot of the long range damage while you kill off the fast movers and then slower, larger, stuff.

Feel free to at least try and come up with a fit or use eve-search to find one.
My above comment is in vain though as the above poster has already fed the needy (you). Eve-o forums have gone to trash because of people like that who just help anyone that comes in here asking for someone to do the work for them.

Honestly the Cerberus one of the easiest ships to figure out how to fit. First figure out your role. The 3 choices are long range, medium range with more dps, or anti frigate.
Lows: 3 Ballistic Controls and a Damage Control. You need the Ballistic controls to do average damage and without them your damage will be rather bad. The Damage Control is probably the single most powerful module to put in one low slot as it pretty much doubles your effective hitpoints.
Highs: The missile system that matches your role. Heavy Missiles for long range, Heavy assaults for mid with more damage and Assaults for anti frigate work.
Rigs: Usually 2 Hydraulic Bay thrusters for more range and to counteract the disadvantage of delayed flight time. Course this may vary some depending on what you are trying to do.
Mids: Left for last because this is where you will have the most variation in fitting. First off you probably want a MWD, or for some strange reason an afterburner, but I recommend a MWD in all cases as range dictation is very important for the Cerberus.
If you are a long range fit you will want 1-2 sensor boosters so you can lock targets at long range, possibly with scripts depending on the lock range desired.
Any slots left over are used for defense which can be ECCM for anti-ECM work, extenders and hardeners for buffer tank, or electronic warfare(sensor damps or tracking disruptors work well with long range setups, warp disruptor can also be used for short range fits). I do not recommend shield boosters for PvP.
As for whether or not the fit will work for ratting depends on which role you choose. For example an anti frigate tracking disruption fit will be a bad idea to take ratting in guristas space.

Then you're playing the wrong game. WoW is that way ->
Cerb gets range bonus for a reason. Its a range support ship; not as effective as sniper eagle or other snipe HACs, but also won't instapop in a larger fleet like the eagle will. You could fit HAMs and have nice range (30kmish) but you might as well fly a sac/drake then; you'll be closer but have a much heavier tank.
