here is my best eve related tip in the whole wide world. basic sound acceleration. i love it so much i bathed in a load of it last night.. then u ignore the bit where eve says "i havent got 64 digital channels or whatever."
Most game lags are due to sound not up to par with GFX.

P4-1.6 WinXP 512mRAM
Let the game run for 30 minutes in windowed mode while sitting in the trade channel. Then watch your memory usage monitor. It should easily be in the 250 megabyte zone by now. áNow minimize the EVE window (while in windowed mode). Notice the memory usage for EVE instantly drops to around 14kb. Now maximize the window and watch how quickly it goes up. About 8k a second.
Thought that was kind of weird.
Dunno though.

actualy that would make sense my fine minmatar friend, I think system #2 has a soundblaster live thingy, where #1 has onboard nforce2 something or other(assuming not as good).
I'll try that tonight.

When given focus, ANY well-written game will spike to 100% cpu usage.
A. It uses a different cpu mode than office applications. B. When given focus, it always want to pump out as many frames per second as possible.
You could try altering the process priority, but its likely ccp added a line of code to rebumb it back up when it gets focus.
Seriously, even wc II will do 100% usage. ( although it does truly funny things cause of it being meant to be played on 386sx)

Well ur specs look ientical to my pc. Tho im not getting any severe problems with eve. I did read somewhere on the eve support area that in xp, u should set pririty fo below normal. this i have done on both accounts, along with removing show turrets and trails on my hauler account. theres the sun occlored thingie which im sure u've done.
I was getting some problems from my 9800 a few weeks ago, with VGart showing it as agp = off, opposed to agp x8. this was sorted with the format. However i have also noticed that eve goes all blocky with the latest .7 cataclyst drivers. even the .6 ones are pretty naff, with stations and gates looking pretty naff.
Looking at your graph make sure u havent set the priority of eve up high. tho sort it out hit "ctrl + atl + del" once when eve is running (wondowed) and go into processes tab, and select eve, right click > priority > chhose the one below normal. this helps alot, when it comes to performance.
Cant recomend much more advice. However if your able to format well thats something that might help. just make sure u have all drivers backed up along with ur ****. 
Cant suggest alot morer but eve has posted some stuff on the support pages on the site (the equilevent to F12 in space).

I did read somewhere on the eve support area that in xp, u should set pririty fo below normal. this i have done on both accounts, along with removing show turrets and trails on my hauler account. theres the sun occlored thingie which im sure u've done.

spikes at 100% cpu usage shouldn't be a problem, when eve pushes the cpu to 100% all the time, without dropping the cpu lower then 100% you have a problem. Eve is a multi threaded application. Windows works with message queues inside each thread, each message identifies what a thread needs to do each time the queue is handled. This handling of a queue also takes cpu cycles and is only handled at intervals.
When a program (or a particular thread) pushes up to 100% continuesly then the OS has a hard time giving priority to a thread, which can result in giving cpu cycles at a delayed interval. Which can result in lower performance of the application. and even the os in some cases. The first thing you will notice in these cases is slower UI reaction of the application and/or OS. Since the background threads push themselves above the priority of the UI threads.
In other words, 100% all the time will result in lower performance or bad UI reaction, 100% in peaks is good usage of CPU and will give other threads time to react and handle the Message queues.
