Just idea
What about the effectivity of webs would depend on ship mass ? It is pretty weird that little frigate can slow huge BS and with same effectivity than much smaller frigate.
I think it would be interresting to put webbers as they were before, to 80 or so %, but this would be effective only agains frigs, bs would be slowed only by 50% or so, somewhat related to the target mass. ( some math is required to make the number good ) It is physicaly and gameplay natural ( since slow BS don't need to be slowed down as much as 6km/s intis )

The way eve mechanics work...a web could slow down a planet by 60%...

yeah that does sound pretty stupid,
also according to Newtonian physics, cutting someone's engine power would not reduce their speed just cut their acceleration rate. or do webs create a localised gravity fluctuation?

iirc they just interfere with the power your engines dish out or something like that, but eve doesn't respect newtonian physics ( it would be better said that it deliverately ignores some of them :P ), some people going as far as to describe eve as ,,submarines in space" :P
btw, if i'm right and webs don't involve gravity of any sort, then the op's ideea is wrong |

Nah, this would make friglets even less useful--one of the bright spots of NerfFest '08 was AFs finally getting their due. |

Why? Frigs would be exactly as usefull as they are now - 50-60% on BS, but more usefull on other frigs where they would have 80+ |
