To be fair, a lot of complex activities are quite easy to learn. Chess, for example, takes all of five minutes to understand the basics, while maintaining the depth and complexity that keeps people playing for life.

I think you would run into a "tragedy of the commons" scenario in which people grab the short-term, individual returns instead of long-term, community benefits.
