its most likely your firewall doing this. goto properties of Eve.exe and look at the security, check all the boxes relevent to you. if need be Do the special permissions and add your own lil permission, hit apply and try again.

NO your right there are some effects that wont get disabled with CTRL SHIFT ALT+E this includes Some explosions and Dictor/Warp bubbles.....having issues start tweaking your cfg file or go buy some better hardware....
