Bounties are MEGA useless. You can only apply a bounty to a "prepatch-pirates" and noob who fire smartbombs at the wrong place/time, postpatch pirates have a positive security status and you have no way to know they are pirates and no way to put ...

Could be a nice option to have tractor beam modules :) Don't think it would unballance anything, limit the function only to floating cargos and non occupied ships, but would be a nice device to let a fast fregate regroup cargos in a roid belt bef...
