Find the job in the science&industry window and click deliver. Find the new bpo in a station in the same system and right click -> research. The filter needs to be set to corp instead of public for the slot type to see slots at the pos.

I know of a certain hidden permanent arch plex that is harder than a 10/10 that gives up the harvesters and skills, but I have yet to find a gas cloud site. They are supposed to show up as ladar right? Never seen one of those.

Maybe, but if so it is unlike any other skill in the game, which all add with themselves. Also seems odd that you can't get it to 0% at level 5. That's a lot of training time.
