Click straw poll on sisi seems that people can't get factorys to make anything. They are correctly routed, show they have more than enough resources in the storage, but status remains at waiting for resources. Known issue?

If a gun is loaded on your ship, when you look at the show info all your skills and the ammo modifiers will be taken into account. Any your best bet is to aim for the optimal range. Anywhere beyond optimal and you start losing accuracy.

You are getting it against the faction of the NPC you are shooting. If you are in high sec you are really safe to ignore it. Also hover your mouse over the countdown and it will tell you who it is against.
