Don't overlook training the anchoring skill so you can deploy mobile warp disruption bubbles. You could easily start off in an Augoror and keep some mobile warp disruptors in the cargo hold.

Your best bet would probably be to login to the Singularity test server and fly the ship there first. You can test out locations for cyno's next to stations to get a feel for how close is too close. You can also get moved to one of the pvp zones...
