usualy it is to reduce the amount of power somthing has. In many cases there is a weapon that is over powerful and people will figure out how to use them as a "win button" so CCP has to cahange how the wepon works in order to even things out

cant continue if it wont let you log back in. I got DC'ed 3 times and on the fourth i tried to log on and i get a failed when clicking on my char. Says the regio or what ever is in the preocess of rebotting
