I think maybe the term for these people is Outlaws. But you'll come accros all sorts in the low sec belts, some will just kill you, some will ransom you and some may kill you after paying a ransom. You'll get the same on the gates too!

Aye learning skills are most important to get done fast! You'll eventually want all the base learning to lvl 5 and the advanced to lvl 4, i say all..... only if you'll have some use for the charisma skill.
