Just a thought... if its harder (but more importantly, more annoying) to get ISK the legit way, its more likely that people buy ISK. This means less annoyance for everyone, with less ISK farmers. So anyways, why not try to reduce the awful lag by...

Maybe tell your friend to get a passive tanked drake and max out the involved skills. Shouldn't take too long before he can get him one of those and maxed passive drake can do pretty much any mission.
