The RPs will increase with every level of the science-skill as well as every point in effective quality. Since Rev-patch I think they're updated when you do a mission for the agent (some say, you just have to talk to him, dunno) or after downtime.

Agree on Nr. 2. but I ask myself what you mean with difficulty in Nr.1? More to haul? Longer ways? Combination of Trade/Courier-Missions, like "get 5mio of Tritanium and bring it 29 jumps somewhere into 0.0"? :)

Try making Missions for Sansha or Guristas. They both have a positive standing to the Blood Raiders, so if you do a storyline for them, you also increase the standing to the Raiders.
