You wouldnt be the first smallish alliance to go down into 0.0 space with no NAPs and no desire for POS bashing and still wreck havoc. On another note you should totally dec Star Fraction, those guys are sure to put up a fight.

Exploration sites are of considerably greater value in 0.0 especially the cosmic sig unknowns and of course the gas clouds that the major alliances have access to. Also although its chance based you are more likely to get a good radar site in 0.1 ...

You can do level 5's no problem with a BS that can fit a good buffer tank and a guardian pilot. Also your getting so many LP's and tags that faction fitting your BS shouldnt be a problem even though it is not essential to do so.
