In RMR active hardners also have a passive resist which is on when the hardner is off. When the hardner turns on, this new added passive resist is turned off.

I think if you have a 2nd cloak, even if offlined, neither works. I think I found this out when I put an offline Prototype cloak on my covops cause I didnt have cargo space for it. Got halfway through 0.0 pipe to destination, ran into some hostile...
