The small red en orange tags are standing probably set by your corp or alliance (orange -5 and red -10). Next to that when the entire row of the ship is red or yellow it's a security status issue of this player.

If you're Amarr or Gallente train, controled bursts to at least 4 as it will reduce the amount of cap your guns use. In navigation there are some skill to reduce cap usage of your afterburner or Mirco Warp Drive
