Well, you would train the skills that improve shield regen time, and total shield amount. You would also want to train tactical shield manipulation so that way dmg doesn't bleed into the armour while you are still around 20% shields.

We have a couple of Cormorants we setup as dedicated salvage ships. 3 x salvage bonus rigs, and mix the high with salvagers & tractor beams. The more wrecks you can pull in & clear the faster you can move on.

I would check the bonus on the shield extender rig vs a shield regen rig. Most times you will get higher regen per sec with the regen rig then the shield extender rig.

I happen to like my basilisk. Of course you need 2-3 of them to make things interesting (cross healing if 1 becomes primary) when in group battles. I agree there needs to be a drone bay for logistic / ewar drones (heavy webbers or damps anyone). ...
