I think that the Po2 account needs to have the same owner as the original. However, if you want to know for sure, file a petition and ask a GM if you can create the account for your friend.

Don't buy the ore to refine. Buy the actual minerals that you need. It shouldn't cost you more than 30k even factoring all the waste possible given your starting skill level.
