Depends more on the ship actually. large cap battery II gives you 700 extra cap. on a battleship this isn't all that much compared to you'r base capasitor and therefore gives you only a few % extra cap pr. second peak recharge. on a cruser that...

I would love for you to be right, won't hold my breath tho. maybe some nerfing was required to some of the modules, but right now a lot of EWar is almost useless even on dedicated ships. Combat Recon are supposed to be heavy tacklers as i see it....
