Actually it's also found in passive shield tank builds as it's just about the only low slot item that juices shield resistances up a bit. Other than that you'll pretty much only find a single shield power relay and some PDS'es in the lows.

The trick is never to fly alone. A fleet of frigates is quite capable of blowing up a battleship even if it brings a buddy with him. Sure you will lose ships too, but a handful of T1 frigates is still a lot cheaper to replace than a single battles...

I'd toss out the mining lasers and focus strictly on ratting and salvaging. Mining isn't really that profitable unless you go all out on it. And for all out mining you are better off in a Bantam than a Cormorant.
