I had this issue 2 or 3 builds ago with a Noctis and another ship, but it seemed to be fixed in the last builds, that said I'm not sure if I've tried the Noctis since that, it could be an issue with ships that exceed the standard tractor beam range?

The link Iamien posted should have you up and running in no time, the launcher tool is a lot easier than the old method of manual patching and changing stuff in shortcuts and the like.
