The problem with such a feature is exactly what you mentioned: criminals will be able to easily clear away their bad rep and go on their merry way on to the next hapless victim. In this case the advantages just don't outweigh the disadvantages.

I'd say the ideal situation would be a third option. If you can find a corp that's willing to fully train people who are new to the game, then having a toon with a good deal of the actual skill training done already can make your life a lot easier...
