If someone is willing lose 4bil when a dictor shows up...why not let them go fast. Speed fitted ships are only dangerous in belts, if they attack you on a gate jump thru and laugh. Sure you can't kill them but they can't kill you.

I just warp in my main with a raven, aggro the whole room, and then warp in my alt permarunning two Large shield transporters with an osprey. Cheap way to get an extra shield boost equivalent to another XL booster.

Fastest setup would prolly be 3x OD IIs 2x polycarbon rigs, but that is incredibly expensive for a ceptor. Best budget setup would prolly be 2x Nano II 1x OD II with 1x-2x aux thrusters.
