Of course, but a noob doesn't know that. When a noob hits 5 mil skillpoints he will most likely have a wide range of skills simply because 95% of all people will go for a jack of all trades character until they decide what is best for them.

I have been giving this a thought myself for a long time so I'm glad that I bumped into this thread and all I can say is that I believe it would be fair for new characters to learn new skills at a double rate or perhaps even triple rate up until 5...
