Indeed, everything is just being nerfed down to the level it should have been at from the start. Its a pain yes, but it has to be done, as all the equipment was far to good.

I had similar issues with the FM-2 version for projectiles, However, if you fit the module, then toggle its active state off then back on again you should see it has modified the weapon stats if you delve for info in the fitting station.
