If you can start eve, before logging in, but with the launcher open do ctrl-alt-del > click on the processes tab > find exefile.exe > right click and choose affinity > uncheck cpu1.

That is usually a graphics card problem. Try finding new drivers or reinstalling the card and drivers. If that doesn't work, try a good dusting with a can of air. Otherwise it's a good excuse to try a new graphics card.

The game works flawlessly, at least if I choose to ignore the fact that ever since RMR the game randomly disconnects and drops me to desktop when using stargates or entering/leaving stations. This happens on every PC I've played EVE on since RMR.
