A C3 stat will come with a HS stat only and you will not find an empty WH like this, you will have to buy one that comes up for sale or evict the many small groups living in them.

I like bubbles But bubbles on statics should only be used as a stop gap when farming to slow potential hostiles down, If your desire is to kill them then set up drag bubbles. Drag bubbles from WH's directly to a hostile POS can be very effect...
