I heard officer could spawn in empire. You need to sit next to a gate, scan ever ship and sometime, one officer will spawn. Then, you need some ships and shoot hit before Concord shows up.

Gankers have the same problem in empire. Can't shoot a miners with a catalyst without Concord intervention. CCP is protecting the weaks so we can't show up how elite PVPer we are
