You're mining drones can't aggro others the only thing others can do is shoot/smartbomb them. You can put 2 fitted hulks in the orca's ship/maintenance bay. You can also put alot more packaged hulks in the corp hanger and in the orca's cargo bay...

They do not have a penalty, but fitting more then 2 t2 rigors (i believe that was the right amount) has no point. Because with the 2 you already are hitting your enemy's for the full amount. Any extra rigor rig won't help out, the math of it is so...

When I had a high negative standings to the gallente the navy shot (or at least tried ) me but I could still dock in any gallente station in high-sec. I don't know if it's the same for low-sec, only one way to find out
