I'm going to do this the cold and brutal wayùie no sugarcoating. But here it goes.
1. EVE was designed to be a violent place. CCP intended it to be dark, disturbing, and chaotic. It's meant to be intense. CCP does not give you back your stuff when you're ganked by a pirate, they do not hold your hand as you learn. ISK that is stolen from your corporate wallet is stolen for good. etc. I'm sorry, but the "dream" you are considering is no more realistic in EVE than it is in war-torn Africa. And it's even harder IMO, because the mechanics of EVE was meant to attract wars, double-crossing, spying, and scamming. It's the ultimate Machiavellian simulator.
2. The greater part of EVE, aside from those of us who mine, trade, or run missions, is the part that consists of four (or so) major powerblocs in 0.0 space who seek nothing more than to hold onto their current power base and tear the other three down so they can take over their space as well. And if highsec wasn't so restrictive in terms of sovereignty and CONCORD, they'd take over that too. GoonSwarm tried to do it indirectly with Jihadswarmùand funnily enough, the pain they inflicted on every carebear who was targeted by their empire-wide gankfest was nothing more than an economic war-blitz aimed at starving BOB (now referred to as KenZoku). They could care less about the miners. They just wanted to kill BOB. Just look at the Chinese serverùwe're lucky to have four powerblocs. On Serenity, they have oneùjust oneùand it controls all of 0.0 space. EVE is not just a Machiavellian simulator, its an exercise in Hobbesian politics.
3. Anonymity breeds immorality. Learn this lesson quickly. There's a beautiful Penny Arcade comic that states this thus (in picture form): Normal "Moral" Person + Audience + Anonymity = A Complete Jerk. In RL, we have faces that can't change and criminal records that follow us around. In EVE, we have altsùalts upon alts upon alts, and there's no way to give a pirate what he deserves aside from playing him at his own game and doing it better. Is it the nature of humanity to be immoral? Personally, I don't think so. I think we're both good and evil at the same time. But the virtualization of our identity's apparently doesn't bode well for our ethics, as people often believe EVE is "just a game", thus they can "do whatever they want"ùregardless of what you, other people, or even their own conscience might tell them.
4. Killing is not only fun, it's economic. And it makes ISK. If people trash their guns, CCP might as well kill off missions, belt ratting, PVP in general, and extend 1.0 security space all the way to Delve. Reprocessors will have nothing to reprocess, trading in Meta 0-4 modules will come to a screeching halt, inventors won't have any decryptors, and there will be no more rigs because there will be no wrecks to salvage. 75% of the EVE economy will fall over dead, and everyone will be flying Tech 1-fitted Battleships with Mining lasers in the high slots. Not only that, but CCP will lose subscriptions because fighting is fun and it takes the aggression out. Killing is not virtually economic, its real-life economic as well.

If you truly are not a troll, then you have seriously had this dream on a whim and you didn't consider the ramifications of it for EVE, other players, or even yourself, nor how it would become a reality. If you stopped and thought for a moment about what you're saying, you might begin to realize how kooky it sounds to the majority of the playerbase here.
Now, here's the thingùI agree with you. There is a lot that goes on in EVE that is sick, dirty, disgusting, and reaches over from the world of virtual-life to manipulate your real life. Consider GoonSwarm disbanding the BOB alliance. BOB was a force built over years of work on behalf of countless people, been beaten back and been revived time and time again as a bastion ofùwell, whatever they were a bastion of to begin with. To be honest I don't think they're better than any other powerbloc. Thinking that any human in this game is more moral than another is an exercise in disillusionmentùsimilar to real life as well. So it is with all the powerblocs. But how does BOB go out? A disgruntled director decides to betray the whole organization and its playerbase, disband the organization, and Goons make a fake corporation to hold the name so that the name "BOB" is nothing more than a laughingstock to the rest of the EVE playerbase, claiming that it's some sort of great victory for them.
Is it underhanded? Yes. Is it victory nonetheless? Yes. And I would bet that any other alliance would do the same thing. Victory is victory, no matter how dirty it is.
EVE teaches you not only how greedy people can be, but also how valuable trust actually is. To think everyone can put down their guns and work together by signing a document deeply underestimates both those human emotions/virtues/vices. EVE can, and never will be, a campside bonfire. If peace ever comes about, it will be hard fought and hard wonùharder than any victory imaginable. EVE is no less than a magnification of the universe of human relationships, with all the ickiness and beauty shoved together on a relatively microcosmic scale, multiplying it until every detail becomes shockingly clear. And I think it was intended to do just that.
It's not a game. It's a social, political, and ethical experiment of massive proportions. And to think EVE can be "solved" (because I do believe violence is a form of brokenness, which is why I agree with you) just by trying to convince people through words not only underestimates EVE's complexity, it underestimates the complexity of humanity itself.
