Same problem, unless I run it in 98 compatibility mode the login is corrupt. I also discovered that if I slide the agp speed from 8 to 0 (!) it works without the compatibility mode. Both of these solutions are unacceptable. I had 2.8 FPS while mining. :(
Ive tried drivers from the x.39 that people seem to like to the latest original or modded. None of them works.

Running a ATI 9800xt on a ASUS P4P800 deluxe board. Worked fine till i installed SP2, then i got major graphics corruption. I'm running the latest drivers for my Graphics card, and the only way i can get things working is if i start up using win98 compatibility mode. Trouble is, things run like a dog under this, so mining empire space is about all you can achieve.
Bummer.

So, after reading this and other SP2 threads, it seems the lesson is this. Don't install SP2 if you're running an ATI card until ATI fixes it's SP2 implementation of drivers. Barring of course the odd Nvidia Sp2 problem that seems to be firewall related.
I would suggest all you poor ATI users might want to hassle ATI about this.
*rubs happy pc that EVE plays on flawlessly with all the patches and lastest software/drivers*

Something you might want to try if you have SP2 installed is to disable the sound within the game. I tracked down that the problem with performance was with my sound card not my Radeon. I noticed it first in Eve when mining, when all the lasers were on the computer ran like a dog, disable the sound card CTRL-SHIFT-ALT-F12 and the problems went away. I then saw the same problem in SWG and then in Toca Race Driver 2.
I did a lot of forum trolling and discovered there was problems with other game COH for instance and people using sound cards for MIDI playback and even DVD playback issues. All the common areas seem to lead back to the sound system. There was mention that SP2 did some funnies with the systems sound setup so I decided to uninstall SP2 and all the problems went away in all the games.
There is something wrong with the sound system changes Microsoft have put into SP2 so you might want to consider this as well as any potential video card installs.

p.s. why do people use Beta drivers? I only ever update the drivers if there is a specific problem with an application or it promises significant performance improvements. Beta drivers sound like an invitation to an unstable system

I have the corrupt graphics problem at EULA (and everywhere else for that matter) this is all after upgrading to SP2.
I have a ATI 9500pro, AMD 2100+ processor and a gig of ram. The win98 compatability trick works, but obviously this is just a bad work around. Anyone in CCP able to respond with where we should be sending our complaints to get this fixed? All my other games work just fine.

I had the same problem, and it was that you have to update the ATI drivers.
