Well, it's a penalty in the sense that each additional modules gives less of a bonus than the previous one.
But you still get "more". Just not as much.

The stacking penalty isn't so bad with tracking enhancers, so it works out nicely.

If you're gonna plug AM ammo in rails, then it could be useful, but then AM ammo in rails isn't that great for doing level 3 agent missions in a Moa.
Edit: Actually, the optimum range boost I suppose is nice, but I'd personally reconsider it...

When you're optimal range is 45km with uranium, or 35km with antimatter, not to mention 100km with iron, those tracking comps aren't so worthless.
Better damage over range. -------

Well, with the risk of being the laughing stock here goes.
4 250mm (variuos named) rails --changing ammo as needed, plutonium, AM, Irid... 2 heavy launchers (Arbalest) --Widows, thunders and sco..
1 med SB II 1 AB 10 1 passive kinetic 1 balistic deflect or other (changing this one around just to test)
1 CPU II 2 PDU (or the other way around 1 RCU don't worry to much about it)
Have found this to be an easy to use setup. Really don't need the one med with the module that need activation so I guess I could jam something else in there.... Keeping range and just hitting worst foe first has kept me alive for a long time now....what the setup can't handle tactics will have to fix. The Blockade will need a few chicken-warps to get the distance if you do it solo. I still get both the rew and bonus and all the loot. Helpfull thread ppl, thanks.

i find this works quite well, even if they do get close:
HI: 4x 250 Scouts / 2x Heavy launchers MID: Med Shield Boost II / 2x Hardeners / AB or Cap recharge LOW: 3x Power diags / 1x Mag II damage mod
I have never dropped below half cap or half shield on lvl 3 missions, even when they get as close as 5km. Remember to take a variety of ammo for different ranges, and dont forget a few drones .. If you cap does start to get low, turn off yer guns and let the missiles and drones handle the rats for a bit.

I just tried a new setup that was quite nice: hi: 4x 150mm 2x standard launchers med: 2x large shield extenders 1x shield booster 1x medium cap extender low: 2x Co-processors 1 2x Power Diagnostic System I
I know the bonus and all and this was just for fun but can you belive the Moa can have 4200 shield!! I did a lvl 3 mission with this setup and I didnt even have to boost the shields once. The recharge is insane compared to amount of shield. The 150mm did ok damage but I fitted AM and had to change to iridium to hit the ascriber when it tried to keep distanse from me. Mostly the problem was low cpu when I was fitting or else I could have fitted assault launchers too.
