This is the ticket. Although if you want to play high sec kiddie games, I think the docking games belong with the turf.
I support this idea, or maybe the interdictormodule one, as long as the "look outside" function is implemented. Admittedly you could still have cloaked camp that decloaked upon seeing a target (you have 30 seconds to activate the 'dictor module anyway) so it's not entirely safe, but to me that seems like a fair trade.
However I don't think that someone warping to zero on a station should be catchable by this if it uses the module option.
The undock at 10kms option does have a problem though: Smartbombs are disabled right next to the station for a reason, if you undock where you can be smartbombed the number of poddings at jita 4-4... well, you get the idea.

tl;dr
How about <insert name here> 20% Chance per level in graviton physics to cause the target to be unable to dock for the duration x seconds duration. Can be fitted on Interdicters/Heavy Interdictors.
Or maybe just add that to the scripted hictor bubble?

Imo, making a module that prevent docking is silly. It is all to arbitrary, like somthing out of a fantasy game like WOW.
The idea suggested by OP is only really trying to treat a symptom, while the root cause is something else entierly.
The problem is that in station games, one undocks, taks some fire, then docks. No thinkingneeded, no fun, and basically just boring camping work.
If on really want some dynamics in station games, consider adding more undock points, and having larger redock timers. That way on need to cover more entrances, and promotes some use of tacklers for smaller gangs. The redock time set to a longer time periode will also affect if you undock a ship or not. Or of you undock a slightly small er ship in hopes of getting away.
Adding a redock inhibiting module is simply to arbitrary in my eyes, and would not really solv cmaping as people would then just not undock unless they have a bigger blob then you. And promoting even more bigger blobs on camps is not that EVE needs.
And if anything, a tractor beam variation should be considred, or a webbifier.
So in essence: Rework docking mechanincs, do not make an aribtrary module in an attempt to "patch" the problem. --------------------------------------------------------------------------------
