What happened with delayed local? Is there work on this topic going on?
The threads in the Assembly Hall regarding local are too old, so nobody can vote any more. I've created a new one with a simplified version, would be nice if you could take a look and maybe support/comment it:

It would make war dec extinct because they use local to assess the number of war targets in a system, without it they have no way of knowing where they can easily find war targets. On the flip side, it means your war targets won't know when you enter a system and thus won't run to grab their docking games battleships.
It'd work well in lowsec and 0 space however, where everything is fair game.

If anything it helps war decs.. with locator agents and good scouting... you can find your war targets without them knowing you found them...
Sure it might hurt extreamly lazy empire war corps... but thats a good thing.

OP, whats holding up any progress is, a lack of progress in anything that could replace it.
Doing this before a replacement exists = loss of $$$ for CCP.
People will leave.
Its only a game, if its got the basics removed from it (ability to judge your environment, i.e. do you fight or take flight?), whats the point any more? Too much risk, nerfed rewards.
Empire hubs will explode though with those that are left waiting/expecting CCP to reverse it.

There will be no replacement, thats kinda the idea. And loss of money is purely speculaton here, I'll say they gain money in the long run from such a change.

People leaving over delayed local chat in lowsec/nullsec are the kind of customer thats going to leave over some random reason sooner or later anyway, the longterm customer will welcome this change as an enhancement to his favourite game.

No you only want it so you can play sneaky and gank miners 23/7 it helps knowing how many numbers you have and knowing they are in the system.

Exactly, it is just a tool for the lazy ganker as well as the lazy carebear.
For the dedicated gankers this helps them to catch the previously invulnerable farmers that safespot/cloak instantly once local changes by one.
For the dedicated NPCers, the fact that a ganker needs to actively search for their presence in the whole system means they gain additional safety by choosing a off-pipe system that is hard to cover by scanning due to its size.
Especially in nullsec space the risk/reward ratio is way off at the moment, if you arent afk there is no way you ever get killed while ratting if you just watch local, also with alt scouts being almost omnipresent there isnt any real risk for a roaming gang if they know what they are doing.
This stupid metagame of alt-scout / bait / counterbait / gank or run needs to stop, bring back the fights I say.

How hard is it for ganker to enter local, warp to belt and then scramble NPCer? Takes what about 8-15 seconds? Ok sure maybe he is not in the belt you warp to, but c'mon, get real. The advantage goes to the ganker everytime because all he needs is to point you and then his fleet ganks you. Spamming your scanner every 30 seconds will kill this game. Scouting will be useless and intel will be confusing.
If every resource in this game was hidden and needed to be scanned out, i.e. Belts, Asteroids, Gates (yes gates), Stations (yes stations), then removing local would make this game freaking awesome. I find the presence of local to be a crutch incorporated in every PVP decision. Fleet movement and activity is highly dependent upon it.
Simply removing local or delaying it with no other balances would break this game.
