Winners in the ugly department
Raven (and variants), Moa (and variants) Bellygross, Navy issue Osprey, Moros,hyperion which looks like a celestial butt plug, TBH all gallente ships cept the Ishkur, taranis, Mega (and variants). From the looks of gallente star ship design, The majoristy of gallente ships are built by a lonely woman in her 40s who is getting quiet fat and needs some lovin. That;s why all the ships are so phallic.
FWIW Vargur for the win in the looks department. The black and molten red is flat out sexy.

I like most of the Amarr ships. Clear lines, bold colors, no, I don't think any of them can be classed as hideous. In fact I think the Curse and Anathema hottest contenders for "sexiest ships".
I haven't flown many Minmatar ships - they appear unfinished somewhat, but not outright ugly.
Caldari - I'm torn. I love some like the Kestrel hull, but overall dislike all the sharp angles and assymmetricies.
Gallente ... I've grown used to them, and some are really nice. My favorite is the Maulus hull
But nothing beats the atrocity of the Imicus - it looks like a turd that was run over and flattened by a car but then propped up on a stick by some deranged moron.
The hull switch made me train up Amarr frigate-V so I could sell my Helios.

Imicus is pretty darn ugly, only neat part is the 5 pack of thrusters on the right hand side ;)
Gallente have a lot of good ships though, Tristan, Incursus, Thorax and Megathron (!) come to mind.
Minmatar don't have any gorgeous ships but the cool factor is high on a lot of them (Stabber, Rifter, Slasher, Burst, Thrasher), however easy to make an ugly ship with spare parts (Typhoon, Rupture, Tempest) and I am undecided about the most of ones with the giant solar panels (Breacher, Bellicose, Scythe, Vigil)....
Caldari have one gorgeous ship (Merlin) and then the rest are weird in a neat way (Condor, Blackbird, Scorpion, Kestrel, Griffin), weird in an ugly way (Caracal, Moa, Osprey, Raven, etc..) or just plain old boring (Cormorant, Ferox, Drake, Rokh).
Amarr seem to have the biggest concentration of good looking ships, like Omen, Punisher and OMG Executioner, TBH I think the Abbadon is pretty ugly but a lot of people disagree.

Okay here's my list of the craziest wierdest and ugliest ships in new eden, and where I think the alchohol imbued concept artists at CCP got the design.
Moa: Some kind of ******ed goose with a rocket launcher.
Blackbird: M.C. Escher's ship.
Imicus: Some kind of teepee...
Dominix: An upside-down cross-trainer but we love it <3<3<3<3.
Burst: WTF?!??.
Breacher: Never say "economize it" to a matari.
The minmatar noobship: A satellite collided with a backwards Pontiac Aztec.
Gallente nubship: That L-shaped tetris bit.
Cyclone: A cross between a crazy russian train and something I'd cut my neck open trying to shave with.
There's a few other wierd ones but I'm drawing a blank now.

I still insist that the moa is pretty sexy in a weird sort of way, while caracal does very much look like a 'fanged terror' as per description (+added bonus of being symmetrical). The blackbird hull however gives me a headache from looking at it for too long (Thank god for zoomouts.. as in zoom waaaaaaaay out).

This is just downright silly now, Drake is nice looking, CNR is nice, hell, even the likes of the Kes are nice, and errr i dont know, the Leviathan is nice too.

Actually, you are correct. Just putting 0 simply implies (for a scientist, not a mathematician) that it is less than 0.5.
As for the most ugly ships:
90% of caldari ships. They all look like one of the devs just sat down with some grey Lego and stuck bricks together randomly.
Imicus - It's ugly, but in a nice way.
Exequror - It's seriously misshapen, and certainly used to have one of the most horrible textures ever.
Celestis - Again, it's misshapen and pretty ugly.
Crucifier - HORRIBLY asymmetrical - looks like it's been broken in half.
Half the minmatar small ships - they are mostly misshapen, rusty, and missing parts.
