Looking at it in my fitting-window, my Thrasher is supposed to recharge 13/second. However, in actual combat it doesn't recharge nearly as much.
What gives? |

Put mouse over shield gauge as it heals up after combat.

From what I have read, shield recharge works in more or less the same way that Cap recharge works - i.e. not linear.
Basic outline of the process here
The shield recharge rate given on the fitting window seems to be an average of the rate across the whole shield.

1. I don't know how the Eve calculates the shield recharge rate value shown in the fitting window, but it is not a constant value.
2. Shield recharge rate peaks at a certain point (around 33% shields) EFT gives you your PEAK shield recharge rate. |

This is correct. EFT is going to tell you the max sustainable incoming damage so long as you don't get knocked under peak. Or at least some approximation thereof; I can't recall if EFT uses a multiplier of recharge to get to peak or it actually models the curve. In either case, you're only going to see the listed recharge when you're at exactly ~25% shields (33% is listed as a "safe" zone; it isn't actually peak, but usually if you manage to get hit all the way down to peak you're going to get hit down under peak, at which point your tank collapses in a damn hurry).
There's a whole arcane body of knowledge behind passive tanking to open up here if you really want it: where pure recharge is better than buffer and vice versa, how much to worry about cap, how and when to focus your resists, etc. These boards used to be littered with such things, but passive tanking has fallen somewhat out of favor. Plus, the technical details have largely been worked out and reduced to rules of thumb. But if you're curious, the information is still out there. |

Confirming, basically:
EFT shows a 'peak' recharge that occurs around 33% shields, it is lowest at max shield and almost no shield, and gradually gets higher as it approaches 33%.
Capacitor works in a similar way.
Best way to learn about this and get a feel for it is to mission in a pulse-tanked shield boat, in my Raven I'd always shield boost until I reached 30-40% cap and then pulse the booster occasionally to keep it at that level, but not before letting my shields drop to 30-40%, if both cap and shields were around that range, and my tank isn't holding up, I start aligning. |

Basically there are five main types of tanking in eve: -armour repping - armour buffer - shield buffer - shield boosting - shield recharging
There are others, like speed tanking, DPS tanking and RR tanking etc.. but those five are pretty much the base types.
Since you have a 14 dps passive tank, up to 14 dps will never kill you. That number (and shield recharge tanking) are generally used for PVE... missions and some complex's etc. Not used in PVP at all except by n00bs. |

from what i know the passive shield recharge rate in the fitting window is not your peak recharge but your current recharge rate. this means that when you are at 100% shields, the number will be significantly lower than the peak recharge. they did change stuff about the fitting window recently so i'm not sure if this is still true. nevertheless, you should rely on the EFT numbers rather than the fitting window.
P.S.: was the peak recharge 33%, 30% or 25%? i get mixed up all the time. |

ProActive Ganking is also a type of tanking: Blow up the other guy, before he has the chance to hurt you significantly.
And yes, the distinction between shield buffer tanking and passive shield tanking, which you have above, is important. People sometimes don't get that.

thats not true .. just take a weapon with very low rof.
even a weapon with less than 14 dps and higher rof can overcome the point of max recharge if timed well - in theorie (but this would be a very long term fight)
