I am currently shopping for a high sp toon in my "off-times" and what I read so far is not very encouraging. It seems, from what I understand, that there are more scams than genuine buisness deals in the matter of character sales. Perhaps forcing the sellers to relinquish limited api key so that potential buyers could actually verify the skill set and the bank account of the character would be a good idea. Maybe it is already in effect and I missed something, if so disregard this post. So far, from where I sit, it seems more worthwhile to be patient and skill a character by normal means, than risk losing either a fortune or a month in frustration waiting for the scam to be dealt with and your isk reimbursed.

im planing to buy a char and i wanted to know if its possible to trade plexes for the char instead of isk. or if its only possible to use isk to buy the char.

So i've tried to buy a character on 2 separate occasions. both times i've been scammed. now, per ccps rules, scamming isn't allowed and the transaction will be reversed. however, it takes them about a millennium to take any action, during which time the scammer has time to launder the isk (probably sells it to some isk selling website, and lols at them when the transaction is reversed, therefore the scammer benefits but the isk selling website loses - the character buyer, me, loses because my isk is then tied up and i lose the opportunity cost).
CCP, why haven't you inplemented a system to trade characters like you have when you trade isk for plex?

same here, 3 days since a char scammer got some free isk from me, not even a confirmation mail about my petition from ccp about it(which is what they should do imo within 24hrs). will just have to be patient i guess as char scams seem to be on the increase and i assume gm's etc are busy.

How long after an auction ends does the winning bidder have to complete?
In the absence of any communication from the bidder, are there any rules regarding this.

a bidder doesnt have to complete his winning of an auction if he changes his mind or if hes a d-i-c-kwad who just likes to mess peeps about. Theres no timescale apart from how long seller is willing to wait (myself i wouldnt give a buyer more than a day).
no communication ? just relist or offer to next bidder if that amount is acceptable to you, there are no set rules as long as you havnt agreed the sale with a buyer and no isk has changed hands.

This may exist.
But a clear list of the rules translated into the major language groups on eve would be nice.
as well as relevant information about how to initiate a transfer from one account to another... If i spoke a second language- id gladly do it myself and submit it for ccps "blue approval"

I sold a character on my seconds account yesterday and it was going through its 10 hours delay,
I then bought a character to go onto that account but the Seller said he got a message up saying a transfer was already in place on this account.
How long is it until this account can have a character transferred to it?

Same here. I received a mail from CCP stating that the character I was acquiring was in the process of being transferred to my designated account - a freshly opened account. I waited the ten hour delay and the character is still not in my slot!
The seller and I have both petitioned this crap. CCP, please help, guys!

How does the ISK transfer work if it goes to the character being sold? Do you get the ISK first so you can transfer it to another character or how does it work?

Isk goes to the character being sold. Seller verifies isk received, and transfers to whatever character he wants the isk on, then transfers the character to the proper account.

OK, I purchased a character recently and part of the thing that made me want him was that he had a full set of +5 implants plus another jump clone with a full slave set.
The character transfer moved along Ok until I log in and find the set of +5's are stuck 30jumps into hostile 0.0 space? The full slave set was in 0.1 space but that's fine.
I wouldnt have paid as much as I did without the 600mil in implants.
FYI character is stuck in a noob ship.
Can a GM move the jump clone to highsec or even lowsec? I made a petition but have gotten no response yet.

CCP's policy is to drag their feet as slow as possible with character transfer petitions. Mine has been sitting in limbo for a week now. The only way I can get an update or anything is by filing a petition in the stuck category where at least I know a GM is breathing. Otherwise, they tell you to wait and wait and wait and wait and wait.

Do they lock the whole account?
I own multiple accounts.
I transfered a character from account #4 to account #2 last night. Paid the 20 dollars.
This morning I cannot login to account #4 at all. And the character is nowhere to be found on account #2.
I thought I was hacked, I cannot even change the password via Email. It's like the account is locked entirely? I thought it was just the character that gets locked?
I did purchase the xfer at 10:30PM EST last night. Should I wait a little longer before serious panic sets in?

CCP will not answer character transfer petitions. I have been waiting three weeks for someone to even look at the petition I have lodged. The people who work in this petition category are either woefully understaffed or don't care about these VERY FU*&&CKING IMPORTANT PETITIONS.
Hey CCP, you say that legitimate character transfers are unscammable, but you NEVER look at these petitions. They sit on a sh&^t pile to rot while people are frustrated and heartbroken.

Hello,
I've got a question regarding char transfers, tried to find an answer to no avail. Is it allowed/legit to give away a char for free (or a symbolic amount of isk)?. I've got this friend who is quitting eve and it would be a shame for a high sp char to go to waste. He would pay the transfer fee. Any help in this matter would be great.

I sold a charachter, received the isk, transferred the isk to another character, paid the transfer fee, all was smooth until 
The isk transfer was reversed by a GM, the account the character was transferred from was banned for no reason, and the character was never transferred to the buyer.
No response from [email protected] or from in game petition from this account.
Very confusing. Anyone seen this before?
I realize with the sheer number of scams going on the workload must be immense, but a simple response of "we are working on it" would have reduced my frustration level by a greater degree.

Is there a better display character option than the eve-board one? The other links to other similar sites I've seen have all been broken or the sites no longer exist, and Eve-Board refusal/inability to show augments OTHER THAN some slot-1 through slot-5 ones is a serious HANDICAP to selling many serious characters with augments in other slots.
