In an effort to reduce the amount of character scams, GM workload and player frustration, the following changes are being made to the announcements concerning character sales or auctions for ISK.
- The 'For Sale/Auction' post must be made by the character being offered. This is being added to prevent scams for characters that have been misrepresented, banned, non-existent, etc.
- You must disclose whether or not the character being sold has a negative balance in its wallet and the amount.
- The character being sold must receive the ISK for the purchase.
- The sell post must reflect the character correctly, posting that the character you're selling has more skillpoints or ISK than it actually has is a bannable offence.
- The character being sold must be stripped of ingame assets of any significant value before being transferred. Items cannot be listed among the character's valuable assets, only skills, implants and reputation. You are buying/selling the character ONLY and nothing else. Ships and items can be readily bought on the market for ISK.
- You may only bump threads ONCE Per day. Date is determined by the date on the forum, not the date where you live.
- The new owner of the character may NOT pass himself off as the original owner.
- The character for sale must be from an active account, you cannot trade characters from inactive accounts.
- The character being sold must be in an NPC corporation.
- The character being sold must be older than 14 days old to avoid accidental transfers.
- The selling of accounts is prohibited, characters may only be sold individually.
- The owner of the character being sold is responsible for the character transfer fee paid to CCP.
- Prior to leaving a corporation, the character to be sold MUST send a corp-wide EVE mail stating that they are going to be sold and will be leaving for an NPC corporation.
- When a character is sold, please modify the topic title to reflect this to help other forum patrons know what characters are still available.
- All scams involving character transfers are prohibited.
These changes are effective immediately. Existing announcements are exempt but edits made after the time of the announcement must follow the above rules. Posts made after this announcement will be edited with a link to this thread or deleted without notification. We apologize for the additional inconvenience.
Please post below with any rule change, new rule submission or resource you feel useful for fellow players or something you want to bring to our attention.
Agreements on the forums or in game, or winning an auction does not guarantee a character will be transferred to you. The seller may choose to renege on a deal at any time, prior to the transaction being completed

Im curious as to why has the prices for characters gone up to ridiculous heights......................... I paid around 3 years ago for 20 million sp character, 1.4 billion isk. And now characters that are 70 mil sp, are worth over apparently, 20 billion... Thats over 500-700 euro! Whats more considerable is... increase the isk worth of GTCs, if people can afford to spend on characters of up to 20 billion isk, then increase the 60GTC to 5 billion isk. As paying 14.95 a month is cheaper anyway...

When ghost training went away, prices were bound to go up. Since there is no more "unpaid" character training of lvl V skills, high-sp characters with lvl V training became a commodity. Isn't it ironic? To think that some people think that taking away ghost training hurt the character sellers. LULZ.

Can someone tell me exactly how a character transfer works? Like after a price has been agreed on, how does one transfer the character to another person or account?
I ate a Carebear once...couldn't quit farting rainbows for a month. |

CCP Zymurgist, per this thread, could you add in the rules lotteries are not allowed for character transfers? Lotteries do crop up once and a while and this is the first time I've seen them be officially disallowed.
As well, any chance for adding an addendum regarding how long a seller has to complete transfer of a character after receiving the ISK? I know transfers can be halted at any time, but the character should be sent in a reasonable amount of time or the ISK returned. There have never to my knowledge been clear rules pertaining to this.
Finally, the dispute process. Can clear direction be given in the sticky to clearly state where to petition, details required for the petition and expected resolution time? This is particularity important with word some players are being hit with ISK penalties AFTER characters are transferred. There is no way for potential buyers to know of TOS violations or suspect activity by previous owners within the bounds of the game. The penalties incurred can be insurmountable, especially after spending a large amouint of ISK on a new character.
Thanks for addressing these issues, we all want to see a clean, safe and efficient Character Sales forum.

I received a mail of player in game : Did you steal the character yourself or did you buy it off someone?
I bought that char on this forum for 8Billions approx 6 months ago, can someone tell me what would happen to it if this character had really been stolen in the past? Would it be removed from my account? Would i lose the 8 billions i spend for it? time i spend training it on all assets he can get?

I want to transfere this char (Commander Kay) to another account I have. The problem is that you do not except payment from Debit Cards or Paypal. These are the only 2 ways I can pay, So I am stuck not being able to train this char and the other she shares the account with at the same time.
Would CCP please let us use Debit Cards and or Paypal please. Both have the same traceable signatures as Credit Cards so they are just as secure.

If the character being sold must recieve the isk how does that work? I recieve isk then must transfer it to another character within a certain time? How exactly does the ISK/character transfer take place.

Yes, you transfer the ISK to another character in your possession. I transfer the ISK to another character of mine on the same account just to be sure if the ISK trail is investigated, its easier to prove no laundering/impropriety is being done. I also comment in the comment field while transferring isk the name of the character that sold: i.e., Character Sale - Dotard.
You should do your utmost to transfer the ISK, then the character ASAP. If possible meaning literally within minutes of sale confirmation, receipt of the ISK, transfer of the ISK to an alt character then transferring the character to the buyer's account. As to a timeframe allowed, I'm not sure this has been clarified in the rules but I know if I have sent ISK for a character I expect receipt within 24 hrs max. before asking for return of the ISK, or petitioning if the seller gives no response to requests for an ETA on the transaction.

I've been looking to purchase a character lately. In browsing the character bazaar forum, I've been seeing an increasing number of threads involving scams. One thing that would make me much much more comfortable would be seeing character transfer transactions being done to API account numbers rather than login NAMES. If you give a scammer your login NAME...they are halfway to hacking an account. If given a simple account number that cannot be used to login...there's just a bit of added security added to these transactions.
Just an opinion.

First, someone asked about using paypal. Where can I read about using paypal?
Second, Zymurgist you stated in number 3 that, "The character being sold must receive the ISK for the purchase." This is unclear to me. Does that mean that if J Edgar is being sold then J Edgar must recieve the isk payment? If yes then I need to transfer the isk off of J Edgar before the transfer is complete. I need clarification please.
Third, where can I read the breakdown of any fees associated with selling a character? Like there is some transfer fee that the seller must pay. How much is that and what other costs are involved? If I train a character for 3 months then I would say 3 months of subscription fees apply. Anything else?

It is not complicated.
You get the money to J Edgar,
you transfer it to another character and then
transfer J Edgar to the buyer's account.

You can see the transfer fee at "account management"-"account services"-"transfer character".
When you transfer a character you pay transfer fee of 20 Euro/dollar. Seller pays this cost.
If you trained a char for 3 months you did already pay 3 month fee - you dont need to re-pay that.

Someone also asked why not lotto type selling. Can't verify if the winner won honesty - no system in place for choosing a winner.

listing how many RP's and info on R&D agents plus LP amount and faction is a good idea

When you suffer a character transfer, what are the things you need to do and how long does it take to reverse transactions?
I have been recently scammed (paid 2.6 bil isk for a character that I never received)
I have files an in-game petition under billing - character transfers. Do I need to do anything else? Cause 2 downtimes have passed so far, the petition remains open but nothing else has happened.
Anyone knows whats next?

I bought a char and asked for it to be transfered to my account.
I think the character might still be training a skill. I was also training a skill. Could that explain why I have still not received the character? Is there an in-built "don't send until skill training stopped" command?

Rompax: you should petition "harassment" not billing.
Mr Kahn: you should get the character to your account directly and you should be able to log in to it directly. It can acutally have a skill in training at the same time as you have one in training on the same account. If you haven't recieved you character now, file a "harassment" petition to get your money back!
I petitioned that several characters could train skills at once on the same account, but I got no help from GMs, so I concluded it was ok to have two (or three) characters in training at once.

yes! as long as the new account is "activated" meaning that its not just a new trial account.
it doesnt matter where the payment comes from! but it has to be send to the char being sold.

There is a work around for the error message everyone is receiving when trying to xfer a character. On the same account that the character you are trying to xfer you need to log on to an alt and then log out. The xfer will work after that. If you odnt have an alt create one and then log in on it and log out. Happy sales!

He accepted my 1.3 b/o, I gave him my new account name, he said it would take ten min to mobilize the char, and I have yet to hear from him either on the forum, in game, or via eve mail. Its been past one downtime as well. Should I file a petition now or give him at least a day?

WTF does this mean? I have been trying to transfer a toon to the buyers account all freakin day and I keep getting this message. Can SOMEONE please give me an idea since I have yet to receive any response from CCP on this matter. I know that my card is good, I know there is money in the bank. Everything on my side should be good, I cannot reach the buyer as he has not logged onto the only account I know the name of so I'm not sure if its something on his side..

Isn't there any rules for having bids posted on forums? Because could'nt this lead to abuse where the seller can say that the bid has rised to such and such from eve mail or convo when actually no one contacted them at all other then the people who posted in the thread?
Because it seems to easy for anyone to squeeze out an extra 100 to 200m from buyers.

I wish to start selling this character within the next day or two, and I still have a couple things to confirm concerning the steps to sell a character safely:
*I strip this character of all assets.
*I post information about the auction.
*Someone makes the highest bid or buyout within the auction time.
*They send this character the money in-game when we are both online.
*I send that money to my new character on my account.
*I exit the game to log into my account management to transfer Compendium to the buyer's account and I pay 20 USD.

how can i ever earn enough ISK for some chars here? i mean some BILLIONS?? 1billion in plex are ~70$.(?) so u need some billion more it gets kinda expensive and u have to sell all off them. in this case the market would be flooded :/

Its not that hard to get billions if you maintain a steady profit for a long time. It just takes a.... long time.
But for me, at least, I make a profit by buying a character, training it, then selling it for more than I got it.
If you're new enough to the game for a billion to seem like a lot, you probably shouldn't buy a new character yet.
btw some characters can go for as much as 80 billion or more.

Hello everyone!
Beside having played Eve for a few years now I am quite new to the character/account thingy and it is actually quite scary since I obviously dont what to do something wrong.
So my question is : I had a friend a long time ago who had an Eve account for a little while which hasnt used for many years. Now I thougt instead of making a new one would it be possible for me to activate his account which he isnt using anymore and never will use. Without breaking any rules. I mean CCP will not earn any money from that account again unless i reactivate it. So thats what I am carfully asking about, if that is possible. Or is it an absolutely no go?

everything stays on the char that you sell! so dont forget to move valuable items and isk before you transfer the char!
"basics" of charsales:
1. put your char in a noobcorp, remove noteable assets, move char to highsec
2. make a salespost according to rules (dont forget to link skills)
3. wait..
4. send the isk you have recieved for the sale to your main (or me) and then log off the char you sold
5. go to eve online.com and log in to the account from which the char you want to sell is on. go to account management. transfer the char to the account that buyer tells you
6. go back to salespost and post that you have recieved isk and send char (from any char)
7. wait for buyer to post confirmation
8. done.

I will be looking into selling a character soon, but I was wondering about the wallet information. If someone transfers isk into my wallet and then I transfer it out into my main alt's wallet, will it show the transfer to the main alt's wallet or the other transfers that had been made prior to that. I do not want my main alt to become a target because he has loads of isk after the transfer.
Also what is the base amount of isk per SP. I have seen 200 mil per 1 mil SP and I have also seen 250 mil per 1 mil SP. Just wondering so I can evaluate the value of the character.

There seem to be many tools out there for so many aspects of eve my question is this
Is there someway to create a char sell/buy tool?
the tool could be used to show a guide price on char.
there would be a base price on skillpoints eg: 1 skillpoint = 1 isk
so for skills that take 2x to train the skillpoint would be base price x train time multiplier x total skills with that mutiplier
also could take into account cost of skillbooks
If there is someone out there who can do this it would cut down on so may price checks on char and would give a fair price on what chars are worth

Q. HELP there is a scammer, hacker, or other issue with this thread. What do I do?
A. For all issues with character transfers please file a petition under billing-character transfers. You can also use the "report" function located on the top right of each post so the thread can be removed.
Q. If the character transferred to me is training a skill what happens?
A. It continues training, even if another character on the count is currently training a skill. Once one character finishes training only one or the other may train like normal.
Q. Can I transfer my new character to a new account?
A. Of course! As long as an account activated, not a trial account, then it can receive a bought character.

What sort of time frames are put on Petitions for character scams? I am not moaning, just wondering when my 3 day old petition is going to actually be looked into.
Also, what happens to the people responsible for the attempted scam? The below reply is pretty vague. I would like to think if their intentions were dishonourable, they would have their accounts removed? The person who attempted to scam me could not write english properly during the negotiations, but types perfect english purchasing plex's for their other characters on the forums. Obviously a douche.

The same with me . I was scammed by someone that could not write properly english, but when i checked forums i saw that he could write english perfectly. Well he said that hes norwegian and because of that his english is poor. I just filled a petition and im courious how long it take to get back my isk.

Uh, two questions.
Regarding rule №1; IĘm selling multiple, identical (or damn near identical) characters. Quite a few of them. (I create mining alts, train them up to maxed mining skills, and then sell them individually). Do I seriously have to create a new thread, from each character? That seemsą really spammy.
And as for №3, uh, how does that work? If I give them the character, then how do I use that character to receive the ISK? ShouldnĘt my main receive the ISK for the character I will, uh, no longer have once I sell it?

You would think making character scam petition's would be high on CCP's priority list.
17 days. I find that unacceptable. I work in the IT Support industry myself. If one of my customers was waiting 2-3 days for acknowledgement (not solution) of a support call/log/ticket, I would be down the road, or in severe strife at work.
I have now been waiting 4 days for an acknowledgement of my support ticket. A simple, 'thanks we are looking into the problem, we will be back with you within x hours/days' would be acceptable.
CCP you need to allocate more resources to managing petitions. I hate taking the stance I am paying for this game but I expect things to be handled in a timely fashion and I am paying for your services.
More needs to be discussed on this issue to find a solution to all of our problems as it is obvious, things are not working currently.

Btw CCP should put on the top sticky topic on character bazar "How to avoid scamm" Where would be information when you should suspect you will be scammed .
They have also to change character transwering system to - First send me isk and then mayby i send you character isnt safe for buyers. I think it should be made like trading in the station where buyer put isk in some kind of window and seller put there his character to , then they both have to click accept to make deal. Scams still would be possible but that would be much much harder...

I hope you are just kind of dumb and not a troll, because I am actually going to give you a step by step answer.
Step One: Have ISK transferred to the character being sold from the buyer.
Step Two: Open address book, click on alt, click 'give ISK'.
Step Three: Type in the amount of ISK you are transferring to your alt and click OK.
Step Four: Check wallet to be sure it is empty.
Step Five: Transfer character.

Hello Character Traders! There is some new info up in the rules. I say info cause it's a rule, but it's also an advisory.
When transferring a character the original accountĘs remaining time is not able to be transferred to any other account. After the character transfer the original accountĘs reoccurring payments will remain unaffected and is not canceled unless you manually do so in Account Management.

i just realised that it wouldnt be possible for me to sell 3 of my chars due to a forumban!
is this something that could be changed? maybe let us post in char bazaar even though we have say a trollban because of some fun postingpvp in c&p or whatever?

What's up with this and the $20 fee
"When transferring a character the original accountĘs remaining time is not able to be transferred to any other account. After the character transfer the original accountĘs reoccurring payments will remain unaffected and is not cancelled unless you manually do so in Account Management."
The fee should be more like $5 or free and time from one account should be able to be transferred as well. We pay enough as it is so I don't see why CCP has to be so greedy. All of these bull sh*t rules and fees allmost make me wana quit playing and just dumping all my accounts, then u get no money. Come on CCP, why be so tight and insist on having your hands in both of our pockets.
CCP GM's, I want to start a poll in the forums somewhere to see how many people agree with me. Where can I do this?
POll:
1. Leave fees and rules as it is
2. Lower transfer fee to $5 and the ability to cancel an account and transfer remaining time to another account.

lets say i sent isk to a char to buy it ... and he said 24hours ... cause of roles ... i found a better toon before the toon was transfered (several hours) is the owner of the first toon obligated to refund the isk if i request ?

Is it possible to trade one character for another? i.e.- If I have a Gallente specced character with 25mil sp, can I trade it for an Amarr Specced character with 25mil sp? Or is isk the only thing I can get for it?

Hello,
How long do we have to wait for someone to deposit the isk?
If they dont respond to any forum or evemail requests in 2 days? 5 days? 7 days? How long before we repost that the character is up for sale again?
Or is this just up to each seller to determine and post in his original post?

Check #9 in the Rules for selling Characters... This cannot happen.
9.The character being sold must be in an NPC corporation.

Q: I've got a rare item that is not liquid at all but is very valueable (a few bil) and I want to TRADE it for a character. We write the ISK value of the item in the forum post and both agree that it's the payment for the character, I contract the item for nothing, he removes the item and transfers the character. Is that a valid way to buy a character? The item is normally extremely hard to sell and the char seller hasn't got the isk to first buy the item off me and then let me transfer the isk for the character. Would this item for character transfer be protected by the 'no scams are allowed' policy and gms?

Hi,
im looking to sell a basic (learning skills) character and im looking for a very cheap price.
Because of this i feel paying 20$ to transfer the character over is an absolute joke... as the price im looking for wouldnt even cover half a plex.
I see the rules state that selling your whole account is not allowed. Why is this? If i were to remove all my personal info off the account (and the fact that the account has not had a card payment linked to it) then i personally dont see a problem.
And as for character farming.... this whole bazaar is character farming.

I am really sick of being ripped off by CCP.
First you say that when you transfer a character to a new account it will continue to train along with an another character on the account. This has worked for me before. But when I get a new character and transfer him it no longer works. Then I file a petition it and instead of getting it straighten out I get told that this doesn't work anymore and you guys go and update the forum posting. So once again CCP lies to there clients.
Clearly the business ethics that caused Iceland's banking problems are well ingrained into the business practices at CCP. And it seems the only way you'll learn is when people start walking so I will now begin closing down accounts.

If I have 2 accounts both with 1 character then is there a way to sell a character of 2nd account to 1st account, so that 1st account would have 2 characters? I know there is a way to do it using Ē/$ but I want to know about the possibility of doing it using ISK.

So straight up question. Lets say someones advertising a toon for sale. We agree on a price, and they are held to all transfers rules, like that the seller has to pay for the transfer. Lets say I pay them the isk and they simply DONT transfer the character. Is that a viable petition i can file to get my isk back? Side question, I pay them the isk, how long do they have to transfer the character? Does it have to be done that day?

On another note, i'm quitting Eve altogether and have a couple of characters that I won't be needing any more (52m SP Gallente, and 18m SP Caldari), and obviously ISK isn't really much use to me. So what are my options? |

Quit the game and get nothing in return.
Quit the game, sell your characters and be nice to your former corp.
Like most online MMOs i dare say its against CCP's EULA to actually make 'real' money from their game.

Yes,
CCP will investigate that person and you should either get your new character that you wanted and that person might get a temp ban or suspension from ccp for not honoring a deal or youjust might get the isk and that character is banned and the owner.
Easiest way , guys and gals is when you have made a deal with someone is to,if you can, open the eve online forums and post the message " Isk sent to character John Doe" and awaiting char transfer. Also, remind the seller that you have posted it so everyone knows you have made the isk transfer. If that person suddenly disappears, check to see he or she is online and priv convo asap. If you don't get a reply asap, I'll give them five minutes, then I make a petition to ccp asap and give all the details. Also, state on forums, what you have done and have not received transfer yet. Better to be safe than sorry and I hope you all get your character(s) or isk back. Too many scammers in eve =(

Point 5 is bad. I don't think I want to fly to hundreds of stations to collect the stuff or setup hundreds of contracts, so that the character has nothing left as assets.

I am not sure I understand properly the rule Nr. 7:
"The new owner of the character may NOT pass himself off as the original owner."

It's probably easier if you just trash the assets, that's if you don't care for the usual stuff, i.e.. storage containers, rookie ships, etc....
Otherwise, if it is worth something like a bpc that you may want to use to build ships, mods,later I would contract it, you never know. At worst, you own it and let it rot in heaven. lol

Hope this helps those still out there confused about selling characters.
The character to be sold will receive the isk from the sale. But pay close attention now everyone, before you log on to account management and transfer your character to the buyer, Transfer the isk to another character that you own, before you do the transfer, okay? Pretty simple, huh? 
Otherwise, you sold your character for nothing and the buyer might not be such a honest person and give it back to you.

Where does it say that you can only use a credit card to pay the $20 transfer fee. If I am missing it, I apologize, but I didn't see anything that would indicate that no other form of payment is accepted. So, someone may go through all the trouble of posting, bidding, and other activities associated with transfers all the while ultimately unable to make the final payment because there was no indication of payment method.
Again, if I am missing where they put this I'm sorry, I am ******ed.

I bought a 2nd account, made sure the toon was in a newbie (starter) cor, went into the from account in account management, specified the new account username, paid transfer fee, and POOF done.
I rejoined the alt to my trader corp and all is well. It can take a day if your alt has Director status (24 hr "stasis" period), but it is painless.
Except for the transfer cost, but CCP has to make isk somehow

Example:
 1 I sell Character
2 You Buy Character
3 You transfer ISK to character being bought
4 I transfer ISK to another character I use
5 You evemail me login name (NOT PASSWORD) for account you want character transferred to
6 I login on website, pay for transfer, specifying name
Transaction complete
If you were not buying a character on the bazaar, you can skip steps 1-5. If you buy a 2nd account, when you initially purchase the account, you choose a username.
You MUST be sure that the character to wish to transfer is not in a player made corp (starting corp), and (in the case of transferring between 2 accounts you own) simply log in to the Main account (the from account) on the website (account management), go to services, choose character transfer, specify username (the TO or DESTINATION account) and POOF done.
You cannot purchase an account that belonged to someone else (well you literally could) BUT it results in a BAN (perma-BAN |||| HTFU!!!)

if you contact the person and take his isk for the char, then yes it is a bannable offense (any scams involving character sales are not allowed)

get a Visa / MC debit card, or borrow a credit card from your friend or family member to make payment when you sell char and give them the cash back.

New question.
I list my char for sale and open an auction, a guy places his bid and has the auction, but he's not showing up in game or giving any reply here on boards.
How long is the seller supposed to be waiting?
And more, when someone places bids for toons he doesnt really want to buy, is this to be considered an offense to CCP rules/eula in any way? (not saying it's my case, yet)

I recently bought a character and soon after signed into the account with that character, and can't log into him. I get this msg:
"This character is being transferred to your account but cannot be logged in yet. Visit the Account Management site for more information."
Usually this transfer was done right away, how long will it take now? :)

Also there should be a penalty for users that keep you waiting for more than the 10 hours, after making the deal in the forums. I think the 10 hours transfer cooldown is long enough anyways, we shouldn't wait much longer.
And a question: how long do you have to wait to receive a character after you sent the isk, before you can file a petition?

If I hold an auction and this auction has a b/o amount announced, and somebody makes an offer which meets this amount, do I have to sell to this person or can I sell to another who is bidding over the b/o.

The new character is visible to me but when i click to try and log him in i get the message...
"This character is currently being transfered to this account and cannot be logged in yet..."
It has now been over 1 week. How long does it need? Is he slow boating across the known universe?
Several petitions sent and no joy yet. To the others that had the same problem how was this resolved?

Seller needs to complete transfer. There is a 10 hour wait, and then the character transfer can be completed. If you have waited a week, then it sounds like the seller is dragging his/her ass on finishing the deal.
Since the new patch, character transfers are no longer instant. There is a 10 hour wait, then the seller has to log into his account through eveonline.com, and complete the transfer. This was supposed to be for security reasons, but seems to be more of a headache and a cluster ____ than anything else.

How do you do a Char TRADE (instead of a sale)?
From what I can see in the Acc management page you still have to pay the $20 and there is no assurance the other person will put the transfer through.
Am I missing something?

I've read a lot about this, but there is a question that i couldnt find any answer:

As far as i know, 20Euros is not the same as 20Dollars, according to XE currency converter 20Euros = 25.95Dollars.
In conclusion, if im European and my currency is Euros, do i have to pay more then an American using Dollars?

I'm don't understand , why for transfer are stasis period, for ISK's no(only immediatly)?!If in stasis period(or some more time), character not transfered completely, ISK's will be back simply. Why CCP can't do that?!
Buyers are currently the are completely deprived of all rights and WITHOUT WARRANTY . This can be seen from the comments in this forum. This is not in the millions, billions here .....
I will buy character, but! this ***-purchase system, super unsafe! The only what remains is only the grace of the CCP, help is difficult to invite, but maybe possible ....

I hope you are just kind of dumb and not a troll, because I am actually going to give you a step by step answer.
Step One: Have ISK transferred to the character being sold from the buyer.
Step Two: Open address book, click on alt, click 'give ISK'.
Step Three: Type in the amount of ISK you are transferring to your alt and click OK.
Step Four: Check wallet to be sure it is empty.
Step Five: Transfer character.

Two days ago I made a fradulent "purchase" of a character , well I sent isk to a person who had hacked the account being sold I guess.
Thankfully the petition process worked to restore my loss but I'm sure that the path isn't always as clear to allow that to happen.
Two thoughts:
1) Because the fradulent sale threads are removed, if you follow the forum for weeks before you make a purchase, you'll get the false impression that nothing goes wrong. If I had seen lots and lots of bad transactions maybe I could have thought to ask the seller more information.. chatting with him about what he'd enjoyed in the game, and what regions he liked adn what country he was from... although that wouldn't rule out a smooth con-artist and it might prevent buying from a legitimate seller who just didn't like to talk to strangers.
2) The OP directions are tilted to seller. A similar set of directions for a buyer should be provided. Sure, its sort of two sides of the same coin but having directions from one side (with parenthetical remarks) could help a buyer recognoize warning signs.
Again, I'm thankful that I was lucky enough not to have lost a huge pile of isk, but if i had a better picture of how many sales go wrong, it would help.
I'm bummed that the thread I was tryign to purchase the character in was locked because I could have posted that it went wrong and everyone reading the forum could have seen that. Perhaps in the locking process a CCP mod could just put in a standard message about an unauthorized sale so least somoen following the forum could see the frequency of such things?

Im having a problem with a character transfer at the moment. I don't believe i am getting scammed, however i have paid the isk, the seller has informed me that the character no longer displays on his character screen however i do not have the character.
Now i know that the seller did start the transfer as i received a email from CCP informing me that the transaction has been started. However nearly 3 days later still no character. I have a petition open but waiting on replies is abit exhausting.
Has anyone experienced a character transfer that has taken more then 10 hours? Has CCP screwed up transfers before like this? Or should i just admit to myself that maybe just perhaps i have been scammed and might have to wait a few weeks to get my isk back?

just a warning and a complaint. willdie soon is scamming people by attempting to sell him self over and over again and never transferring. i should have checked his past posts but i didnt. that was foolish of me. i petitioned the return of my isk or to get my character transferred. i await the word of ccp. i assume nothing will be done very quickly. sucks i might have to cancel a couple accounts for lack of isk for plexes.

I also got scammed (probably by the same scammer as yours c00kinemonster), the scammer who scammed me is named "Kharegan Tarn" and his alt is named "xnde". I should've listened to my guts when I noticed his broken english in our convos, but don't want to be labeled as a "racist".
I sent a petition immediately as soon as I saw the fake "char transferring" mail that the scammer sent with his alt so CCP can intercept it quick and return my isk and ban this scammer.

So how fast does a petition take nowdays regarding char scams?
As I mentioned previously I got scammed, but my worst fears is that the guy will RMT the isk and biomass the char before my petition is answered. Or even worse, I'm worried that CCP will ban my account or I lose my isk for "dealing with a scammer/china farmer" even though I was following forums rules to purchase a char.
I petitioned instantly the moment I noticed the scam to prevent the scammer RMTing or running off with my isk, since I'm sure he/she knew about the strict CCP rules regarding char scams.

I've just seen this thread where it is reported that GMs have been ignoring rule number five of the Character Bazaar Rules.

Process is simple if both parties involved in the sale understand the process. Buyer provides ISK and account name to the character they are buying. They also must have an open character slot available on the account that toon is to be transferred to. When seller gets ISK and account name, they can immediately transfer toon. Takes 10 hours for CCP to release character. I highly suggest READING THE RULES OF TRANSFER. It will keep any hang ups out of the process. I also highly suggest of posting in the bazaar forum all the details of the transaction as the process goes from: buying interest to sale to transfer. It protects you as a buyer from someone scamming your ISK.
As far as worth, it is a matter of your time versus your money. Miners and haulers are, IMHO, good purchases since you can make most of your ISK back if you know where/what to mine and haul.

Is it possible to use the new Plex transfer fee in place of the Credit Card fee to xfer a character when selling it to another player?
I realize this wouldn't be very profitable for a low-sp character. However, a character worth 20mill or more sp, it might be worth it. |

If I am receiving a toon by a private transfer (gift from a corp mate) does the transfer still need to be posted on the bazaar, or is that only if you want CCP to guarantee the transfer because ISK changed hands? If they decide not to transfer for whatever reason, I have lost nothing and won't petition.

just make sure there is a clear ccp based paper trial for it. Forums work best next best thing is eve mail, but forum preferred I believe :) Just to avoid anything that could happen.

What's the timelength in getting isk back after a character transfer scam? Bought a char, player asked for 30 min to transfer assets, logged off never returned, no char transferred. original owner comes back and says account was hacked and CCP is aware of it. So if CCP is aware how long will that mean i have to wait to get my isk back?

Could a GM please respond to the following. It will become an issue, I promise.
Now that characters can "store" appreciable amounts of skillpoints for future distribution (one application is keeping points on hand to correct T3 sp destruction):
1. Is it against the rules to scam by saying a character has unallocated sp when it doesn't?
2. Will you be able to resolve unallocated sp disputes in a timely manner?

The Transfer Character option is currently listed as being unavailable. Is this a known outage and if so when will it be back online? I just sold a character and would like to get it moved to the new owner.

I had the same problem and got an answer from a GM:
Hello,
The error messages are really misleading there.
Make certain that you have selected whether you are going to use PLEX or Credit card to make the transfer, when you select the 'next' on that page.
That helped me ;)

hmmm, an annoying error that once you see why you will face palm.
You need to enter your character who is transferring. then their account name, then select the method of payment, and wait for the screen to change to reveal the payment fields.
Selecting next before the credit card details load will generate the message. Patients!

so if i get this right any character bought through the bazaar is transferred into an existing account.
like ie it cant train at the same time as other toon in same account.
do i have this right?
EDITED: if this is the case i dont think i will use character bazaar it makes no sense unless i am in the business of buying and selling toons...which i am not...

Just a quick question. Let's say i bought a char for 5B Isk. The seller sends me the char with the 5B Isk still in his wallet. Do i have to give the isk back or is it considered his fault? At least the char came with positive wallet lol.

Just to clarify one point:
When buying a character, does the ISK have to come from a character currently on the account receiving the transferred character ?
Or can it be paid from another account, specifying which account to transfer the character to ?

Usually around patch releases, especially the larger ones, the gm's are swarmed with rediculous amounts of petitions. So maybe we should yell at all the crybaby's who take up all the time of the gm's and make it impossible for people with real problems to get help in a timely manner.

Nope character can be renamed. not for isk, plex or rl money.
Why? I cant tel, just that it is not possible as till this day.

Question about #9: My character is the CEO of an alliance and CEO of a corp, and is the sole person in them. I am interested in selling the alliance, the corp, and the character as one. (This saves someone 1 billion for the alliance fee)

I have won an auction from the character biz on this account and character "Rosenwyn Gentrie" recieved 3.5B as per B/O.
I have liaised several times with this player and still have not received transfer of character, the player has stated that CCP are dealing with this but i have reservations and this action has now been ended over 7 Days now. The forum post is still active, i have asked for a refund and he/she says that they have now spent the ISK and that i will have to wait for the transfer which is down to CCP.
Please can you help me on this matter as you have ignored my petition.

when holding a charachter auction, people sometimes send isk prematurely, before the agreement to sell to that person is made.
they send the isk before seller has even come home from work/wherver and then they post on the thread "isk sent"
is it possible to get a rule for that please?
or can we start adding the line "IF any isk is sent before agreement for sale is reached that isk is considered a donation" on our sale posts?

This is stupid, I dont have access to the credit card used with the account and cant use a different one to insure security? But then you give the option to pay the transfer rate with 2 plex's? That is completely stupid i just sold a character for 1b but then had to spend 700 million isk to buy 2 plex's to transfer the character to the person.... thanks alot CCP.

Question: If I sold a character and wanted to buy it back but got no response due to the account being banned is there anyway I could get the character back? I would gladly pay for the transfer and if the account is banned what harm could it do? And yes I have tried to contact the account holder in multiple languages.

there should be some sort of a warning about people trying to get your account infos by sending you a eve-mail, claiming to be interested and give you a link to follow.
Ingame links can be changed and appear to be legit, but when you c/p it into out-of-game browser the link changes. This happened to me just 2minutes ago.

I've read carefully all the rules and advice on bumping, but still have no clue if I am allowed to answer in thread and bump it, or a total of only 1 post per day is permitted.
For example, I created a thread on March 17th, bumped it on 18th, bumped it on 19th. Then someone offers me buyout on the same 19th. Am I allowed to tell them right away that I consider that not enough for buyout (like I did) or do I have to wait for March 20th? If I answer that right away (for a total of 2 posts from me during one day), am I allowed to bump my thread the next day as usual?
Also, am I allowed to post a link to my thread (not spam it) anywhere like I did in this post or is it considered to be forbidden advertisement? If so, I will remove it right away.

I had to file a petition as well, there should be a response soon enough based on this thread they seem to resolve issues in 1-3 days. I transfered isk and mailed the account name, have not heard from the guy since, and the eveboard link fails to update because of account status. I'd like ccp to look into this asap. any chance we could get the char banza put in some sort of order ? IE different channels for different things... IE a pve part for yes you guessed it pve focues chars pvp sub caps. then caps industry scanning or what ever jsut make thing sso much easyer to look through with out having to look through a lot of crap before you get to chars u are looking for. mabe even a different folder for WTS or WTB

If you posted a WTA thread and I just threw isk at you, you might have a leg to stand on, but your thread clearly stated that you wanted to sell your character for 4 billion.
The GMs do NOT like dealing with char transfer petitions and are not going to encourage your semantic wheedling about whether or not "terms were agreed upon," because they know that if they encourage scams like the one you just ran "I'll take your 4bill for my char, but only when I say so...Simon didn't say jump!...etc" this forums are going to be overrun by people trying to trick buyers into verbal traps, creating far more petitions for GMs.
You'll be lucky to escape this with just the isk relocated.

so the normal procedure of trading a char is :
1. seller publishes the char infomation on official website
2. buyer bids or b/o the char
3. seller and buyer confirm the trading by EVE-mail
4. buyer gives ISK to the on-sale char
5. seller transfers the received ISK and other personal belongs to his another EVE char
6. seller transfers the on-sale char to the account provided by the buyer
7. if the seller does not transfer the char, the buyer needs to request help from GM
Is that right?

sold a char on another account, transferred the character, then transferred the isk to my main account, spent the isk, then gm reversed transaction, I'm in debt, is this usual? do the gm's hold onto the isk until transfer is complete? will I get it back?

- The character being sold must be older than 14 days old to avoid accidental transfers.
- The selling of accounts is prohibited, characters may only be sold individually.
- The owner of the character being sold is responsible for the character transfer fee paid to CCP.
- Prior to leaving a corporation, the character to be sold MUST send a corp-wide EVE mail stating that they are going to be sold and will be leaving for an NPC corporation.
- When a character is sold, please modify the topic title to reflect this to help other forum patrons know what characters are still available.
- Lottery style sales are not permitted. Auctions and buyouts are the appropriate method for selling a character.
- All scams involving character transfers are prohibited.
- Whenever a character is transferred before the seller has moved the ISK received from the sale to another one of their characters, the Customer Support team will return that ISK to the rightful owner. The buyer cannot expect to receive both the character and the ISK that they paid to purchase it.
- CCP Fallout talks about the 10 hour character transfer delay.
- Down-payment plans are not supported by CCP Customer Support. As a seller, you are agreeing to a certain amount of ISK only, which is to be paid in one payment. Once again, any forms of scams regarding character sales is prohibited

Agreements on the forums or in game, or winning an auction does not guarantee a character will be transferred to you. The seller may choose to renege on a deal at any time, prior to the transaction being completed
I am following how you want th etransactions to occur. however, this is happening:
I have put a character transfer in for alt: Mizz Vicious.
devil127 contacts me and wants to buy in forum but cant make al money send me 750mil isk up front. I tell him i have other buyers, He post in forum that the char is his and he is buying.
He devil127 gives the money to Mizz Vicious. I Kirin Xaxos gave ti back to him using KX account.
Another character Malitious Intent has the money and complies with the terms suggested by CCP Zymurgist to transfer the character. We agree and averything is final.
Devil127 then convos me and bullies me to give him the character since he was the one who asked first for 750million while Malicious intent has 2.1 Billion available and ready.
The problem is now i am being bullied by devil127 to give up character or he will notify CCp about the incident and ban me.
I have done nothing wrong except reserve the right to sell to who has the ISk at the time ready. can you help in the matter as devil127 is still harassingme about the transfer fo Mizz vicious. I told him I am going with Malicious Intent's offer.
Now he is appealing that I have done him wrong.. what do i do?

I am currently shopping for a high sp toon in my "off-times" and what I read so far is not very encouraging. It seems, from what I understand, that there are more scams than genuine buisness deals in the matter of character sales. Perhaps forcing the sellers to relinquish limited api key so that potential buyers could actually verify the skill set and the bank account of the character would be a good idea. Maybe it is already in effect and I missed something, if so disregard this post. So far, from where I sit, it seems more worthwhile to be patient and skill a character by normal means, than risk losing either a fortune or a month in frustration waiting for the scam to be dealt with and your isk reimbursed.

So i've tried to buy a character on 2 separate occasions. both times i've been scammed. now, per ccps rules, scamming isn't allowed and the transaction will be reversed. however, it takes them about a millennium to take any action, during which time the scammer has time to launder the isk (probably sells it to some isk selling website, and lols at them when the transaction is reversed, therefore the scammer benefits but the isk selling website loses - the character buyer, me, loses because my isk is then tied up and i lose the opportunity cost).
CCP, why haven't you inplemented a system to trade characters like you have when you trade isk for plex?

same here, 3 days since a char scammer got some free isk from me, not even a confirmation mail about my petition from ccp about it(which is what they should do imo within 24hrs). will just have to be patient i guess as char scams seem to be on the increase and i assume gm's etc are busy.

a bidder doesnt have to complete his winning of an auction if he changes his mind or if hes a d-i-c-kwad who just likes to mess peeps about. Theres no timescale apart from how long seller is willing to wait (myself i wouldnt give a buyer more than a day).
no communication ? just relist or offer to next bidder if that amount is acceptable to you, there are no set rules as long as you havnt agreed the sale with a buyer and no isk has changed hands.

as well as relevant information about how to initiate a transfer from one account to another... If i spoke a second language- id gladly do it myself and submit it for ccps "blue approval"

I then bought a character to go onto that account but the Seller said he got a message up saying a transfer was already in place on this account.
How long is it until this account can have a character transferred to it?

Same here. I received a mail from CCP stating that the character I was acquiring was in the process of being transferred to my designated account - a freshly opened account. I waited the ten hour delay and the character is still not in my slot!
The seller and I have both petitioned this crap. CCP, please help, guys!

Isk goes to the character being sold. Seller verifies isk received, and transfers to whatever character he wants the isk on, then transfers the character to the proper account.

OK, I purchased a character recently and part of the thing that made me want him was that he had a full set of +5 implants plus another jump clone with a full slave set.
The character transfer moved along Ok until I log in and find the set of +5's are stuck 30jumps into hostile 0.0 space? The full slave set was in 0.1 space but that's fine.
I wouldnt have paid as much as I did without the 600mil in implants.
FYI character is stuck in a noob ship.
Can a GM move the jump clone to highsec or even lowsec? I made a petition but have gotten no response yet.

CCP's policy is to drag their feet as slow as possible with character transfer petitions. Mine has been sitting in limbo for a week now. The only way I can get an update or anything is by filing a petition in the stuck category where at least I know a GM is breathing. Otherwise, they tell you to wait and wait and wait and wait and wait.

I own multiple accounts.
I transfered a character from account #4 to account #2 last night. Paid the 20 dollars.
This morning I cannot login to account #4 at all. And the character is nowhere to be found on account #2.
I thought I was hacked, I cannot even change the password via Email. It's like the account is locked entirely? I thought it was just the character that gets locked?
I did purchase the xfer at 10:30PM EST last night. Should I wait a little longer before serious panic sets in?

CCP will not answer character transfer petitions. I have been waiting three weeks for someone to even look at the petition I have lodged. The people who work in this petition category are either woefully understaffed or don't care about these VERY FU*&&CKING IMPORTANT PETITIONS.
Hey CCP, you say that legitimate character transfers are unscammable, but you NEVER look at these petitions. They sit on a sh&^t pile to rot while people are frustrated and heartbroken.

I've got a question regarding char transfers, tried to find an answer to no avail. Is it allowed/legit to give away a char for free (or a symbolic amount of isk)?. I've got this friend who is quitting eve and it would be a shame for a high sp char to go to waste. He would pay the transfer fee. Any help in this matter would be great.

I sold a charachter, received the isk, transferred the isk to another character, paid the transfer fee, all was smooth until 
The isk transfer was reversed by a GM, the account the character was transferred from was banned for no reason, and the character was never transferred to the buyer.
No response from [email protected] or from in game petition from this account.
Very confusing. Anyone seen this before?
I realize with the sheer number of scams going on the workload must be immense, but a simple response of "we are working on it" would have reduced my frustration level by a greater degree.

Is there a better display character option than the eve-board one? The other links to other similar sites I've seen have all been broken or the sites no longer exist, and Eve-Board refusal/inability to show augments OTHER THAN some slot-1 through slot-5 ones is a serious HANDICAP to selling many serious characters with augments in other slots.

Question, I transfered isk to a seller for the char but haven't received the confirmation email yet for the transfer. The Seller said he received the charge on his card for the transfer and my gut tells me that he is sincere because he stuck around in chat with me for 3hrs to see when I got the confirmation email. The seller stated that it was his first character sale so Im wondering if it could be a delay on the conf email or Im totally getting scammed here. Either way there is a petition up. cheers.
***would like to add in that this problem worked itself out the character transfered after 10hrs with out ccp sending me or the seller confirmation emails at all :)

ok i have a question:
So im thinking about buying toons cheap and selling for profit, but i have a concern, what would happen if i sell a toon to someone that has used rmt to get the isk to pay me and they get there account banned?
Has this ever happenned befor and if so what was the outcome?
If im gonna be risking my accounts being banned everytime i buy/sell a toon then maybe i wont go down that path.

I have a problem transferring a toon to another account. I'm trying to do it via 2 plex but can't find any information what I do with the plex or which account they need to be on, currently they are in the hanger of the toon i'm trying to sell, what do I do for it to accept? as payment?.
I understand the rules about payment to CCP however ya making this very difficult with not alot of useful information about this process.

Looks like you should have read the rules first. Always reply in the forum and never send isk to anyone without having them admit that they accept your offer on the forums. Then you reply isk sent to *blah blah * and they confirm the isk was received. Never ever send isk without them admitting they accept your offer

Me and my friend shared an account for a bit and when I finally decided that I wanted to sell the character I changed the email and name to my info and then sold the character. Then an hour later ccp took 5 bil out of my wallet and banned the account. I message the guy i sold it to and he got a message from a gm saying that the account sold was not sold by the owner and his isk was returned to him. This is crap, I better get my wallet status fixed, my 2 plexes back for the char transfer and my char or 5 bil back. I just bought 3 months game time for that account as well. WTF CCP, this is how you treat ur paying members??? |

Any idea what is going wrong?
It tells me the
'Target user not found or not active.'
Even though I have tried to transfer onto two separate accounts for the buyer. I have tried PayPal and my credit card several times and am getting worried I will end up being billed multiple times. I just want to get this transaction sorted if I can asap.

Could the toon be overprice?
I explain myself... i wont break any rules if I overprice my toon. I guess happen everyday. It could be emotional value, cool and unique name or just get lucky to get lots of isk just because I start a bidding high or cause the buyer can afford it?

Regarding rule №1; IĘm selling multiple, identical (or damn near identical) characters. Quite a few of them. (I create mining alts, train them up to maxed mining skills, and then sell them individually). Do I seriously have to create a new thread, from each character? That seemsą really spammy.
And as for №3, uh, how does that work? If I give them the character, then how do I use that character to receive the ISK? ShouldnĘt my main receive the ISK for the character I will, uh, no longer have once I sell it?
it Means you transfer the isk to your main then transfer the toon to to new owner

Can we get an official clarification from the devs to the posters in this forum on what the term "buyout" means? I've already had one confusion in my thread, because a buyer said they could "buy it out right now".
"Buyout" doesn't mean "I can pay my bid now." Buyout is the price that the seller will stop the auction for, like a "Buy It Now" price on ebay.
I've seen that in other threads, too. "1.5b b/o" as a starting bid, for example. It's only going to lead to confusion.

How long do you nnormally wait for a character transfer to start before you file a petition?
It's been 24hrs and the guy keeps promising to send the character but no character yet.
I have not got an email confirmation and I can see (account mgmnt page) no pending transfers.

recive the money,
buy two plex,
transfer the rest of the money to your main
