Actually since most of pirates have no qualms about podding people I think CONCORD should ddo that to -5.0 players as well... just a thought...
the moment you enter a 0.4 system or below you can be attacked if you dont want that, be in 0.5 or above. But then again the money you can earn in there isn't as good as it is in a 0.4 or below system now is it ;)

To me, the simplest and most effective idea is to make your sec status system specific. That way if youve been pirating in a particulart system, your sec level goes down until you can't operate in that system anymore but you are still free to enter other systems. Over time if you engage in too much pirating across too many systems you will find it hard to travel. Pirates should only be known to local system level concord gank squads. Perhaps if you achieve a low sec status in in more than n systems you eventually become flagged throughout the region. But then at least you can move to another region where you are unknown.

Over time if you engage in too much pirating across too many systems you will find it hard to travel. Pirates should only be known to local system level concord gank squads. Lets review: 1-Pirates attack carebears in 0.4- 2-Pirates block access to any decent mining system (0.0 with rare ore) 3-Pirates can, solo, ruin an expedition of 10-12 miners. 4-Pirates control more than 60% of the world map (0.4-).
And now, the "transition" from 0.4 to 0.5 Concord behavior is "too rough" for you? "unfair"? You want to be able to come in the few systems left where noobs and decent (as in "won't **** in other poeps cornflakes just out of boredom") players are imprisoned? Why? Because it's not pratical? because it extends your travel time 20-30 mins? Do you want the president's f*&?&* limo car keys while you're there?
Have you ever considered how complicated and difficult it is for a struggling 10-15 pilots corp to even achieve a modicrum of financial success in EVE? Now compare it to the typical pirate situation. You better soon realize that Pirates have it REAAALY easy in EVE. Thousands times or more so than they would have if society was implemented in a civilized way in this game.
In a more realistic setup, Pirates, upon aggressive action, would not even be allowed to use jump gates to get out of the system. Who constructed those things anyway? Pirates? I don't think so! You guys should get stranded in-system until Concord forces you to ride your pod home. And then they would arrest you, freezing that caracter until you paid a huge fine. Don't you just KILLED a fellow citizen?
In a more realistic setup, they're would be only a handful of system equipped with jumpgates that would not be crawling with police forces. Since, evidently, no legit corp could exploit the system without protection enough to justify the maintenance the thing must cost!
In a more realistic setup, Concord would pull half a dozen raid a month in that handful of systems, just to collect the bounty private corps would have put on your sorry hide.
However, reality is not much fun and that's not what players are after so I don't mind much having more than half the players being pirates in that game. It does add spice and danger. But FOR GOD'S SAKE, pirate should never ask for new advantage claiming the game is UNFAIR to them! It is already terribly unbalanced in the favor of pirates and big corps. Of course, big pirate corps have the game twice as much unbalanced in their favor ;)

Sorry didn't realize that there was so many pirat ;) .. i just dont see so many others besides those from my own corp

If you can come up with an idea that would require 0.4 was turned around instead of a 0.5, please feel free to post the idea
Cause really ... a few concord frigs in 0.4 would be just a great idea and it would be more fun beating them back and yet pirates in frigs in 0.4 would not try and solo there ;)

Well .. no ... but what i do know from other reading from the forum here, it seems that the dude called 'lifewire' is offering 'free' mining in their systems against a little fee..
And for those of you that says pirates destroy the game... In my opionen its those traders which keep the price for tech II (4.5m for a small gun ?!) and still 20m for a intercepter ?! ... a more suited price would be 3-5m for one .

Although this post is slightly of the beaten track i wish to clarify something with the empire dwelling corps. so far this is what i have been told by peeople who are more experinced than my self
1# we cannot allow u into so called pirate space *alliance controlled* because u are a very high security risk how do we know u arnt a bunch of enemy alts or a bunch of so called carebears that will take up arms once established.
2# If we start letting streams of carebears into deep space the zyadrine and megacyte prices will drop the ammount of ore in the belts will deminish and we will soon be out of a living and rare ores will become much rarer.
not to mention all the valuable loot found in deep space will become alot more avalible and the price will drop.
3#if any saine alliance were to let a stream of carebears entre their space every single pirate will be running through the systyms podding everything they can see.
these are just a few of the reasons we dont allow acess to zero space. as for the ability to move to empire i belive that security status should become factional
ie u pod a galante piolit the caldari state cares little and u have a minor factional change. while the galante state treats at as an attack upon their citizens giving u a much lower rating in galante space and more likely to be podded by gankcord and galantee space piolits.

LOL! There will never be streams of "carebears" entering 0.0 space simply because 0.0 space is... well... 0.0 SPACE! If you are an acknowledged "carebear" (oh how I hate that term but that's another issue), the risk in 0.0 is too much. I belong to an empire corp and we make occasional forays into 0.0 space to hunt in the belts. But we accept that we will be attacked on site many times (partner and I lost BS recently but we knew the risk). Some people play the game for the risk, other do not. Some people just like the comraderie. Some like destruction. To each his/her own.

I've re-read your idea, as you recommended. I also read the latest replies in that thread. I gotta to congrats you guys for being both civilized and constructive players (for pirates anyway) :) I was expecting much more flame and very little analysis. I stand corrected.
My bad: I didn't consider your post as whiney, Istasi. I think I got pumped up by the other "suggestions" I saw in the thread. My lashing out is also directed at these ideas. Also, when I asked pirate not to mention fairness as argument to push for change, I meant "realism". Ideas posted on the thread complain about "lack of realism" on the speedy response of Concord. Since minimal realism would have killed piracy a long time ago, I think they should complain about something else, like the boring side of that one-sided fight.
Here's an idea for you: Put a sentry gun around gates per 0.1 slice of sec status. Net result: 0.0: no sentry guns 0.1: 1 gun, easily survived 0.2: 2 guns, tough for a solo, easilly overrun by 3-4 ships 0.3: 3 guns, major effort required by pirates to get through 0.4: 4 guns, Pirate don't get in there and live very long. 0.5: 4 guns + Concord on the doorstep. Even 5-10 BS won't hold on long enough to threaten a noob. Added to that, I would setup Concord raids in 0.4-0.2 systems. Something like 4-5 ships that cruise around looking for pirates to blow up. They would appear more frequently as sec goes up. The lower the status, the longer it would take them to locate you in-system.
That setup would give pirates what they want: A zone where they can nail other players and slip by unnoticed by Concord if they're lucky and skilled enough. That would give you back some amount of adrenaline-charged nervousness that miners feel whenever they have to cross the 0.5 treshold. It would also give real evil pirates some extent of warning. When 2 sentry guns shoots at you in a 0.2, you get the idea that it will be tough in a 0.5.
This would also encourage legit players to risk their skins in 0.4-0.2 more often. Let's face it. It would be a good thing for the pirates in the long run. 0.4-0.1 systems needs something to even the odds because, right now, pirates rule unchallenged there.

Put some zyd-bearing ore in these systems (0.2) and the adventure becomes very tempting indeed. It would be a good thing for the pirates in the long run. 0.4-0.1 systems needs something to even the odds because, right now, pirates rule unchallenged there.

right now its a joke with all this higway sysytems...
i got NO problems make 90+ jumps to achieve my goal 
If that ever happens ill cancel my account, i got a BIG problem with having to use all day just to get to my destination! I want to play a game not sit back and watch as the autopilot flies around!

Listen to Siddy, he is telling the truth. I remember when it took me 67 jumps to go to the place that now takes me 21 jumps. If you have only played in the highway stage of the game then you have no grounds to complain.
Since you will probably say something to the lines of "that was then and this is now, so lets not punish us" I want to add that if I want to go to a specific 0.0 system and avoid the gank squad rats that camp the entrances I have to make a 200 jump trip as well. If a Pirate gets risk free travel in Empire then I want risk free travel in non-empire, is that fair enough?

I remember when I could go into Orvolle and not have a concord fleet politely ask me to return to PF-346.
Yeah, the somewhat random .5 systems blocking off big chunks of low-sec space are annoying, and it would be nice to see that inconvienence fixed.
