How about a set of skills that's completely unavailable on the market, isn't recognized by the SCC in much the way meta modules aren't, and drops only from pirates? I mean, pirates can figure out how to bolt a missile launcher to a goddamn Vexor, they must have some skills that the average empire clown doesn't. If these dropped rarely from big pirates like commanders, they'd quickly become a hot commodity. The skills should basically be advanced versions of existing skills. Here's some ideas:
Base skill: Negotiation. Adv. skill: Extortion.
This skill requires negotiation to be at 5, and allows you to squeeze a further 5% more money out of agent missions by actually threatening your agent with the removal of fingers with pliers and so forth.
Base skill: Electronics. Adv. skill: Overclocking.
This skill allows you to squeeze more out of your ship's CPU, offering a further 1-2% CPU per level, requiring elec 5.
Base skill: Engineering. Adv. skill: Monster Garage Internship.
This skill gives 1% more grid per level, etc etc.
You know you want to do it.

As for the energy and CPU skills mentioned, I think it would make it even harder to balance the game with those skills, so it would be a bad idea imo, sorry. :(

Would be really cool to be able to train some "luck" skills (like the ones that Kalfu suggested). Also maybe some skill that would increase your chances of getting wrecking hits on your enemies, and maybe even some crazy piloting skills that increaces the chances of avoiding missiles or slugs. It would add some nice "dice rolling" roleplay feeling to the game I think. New attribute anyone? I'm serious.

How about a skill that gives you better standings with turrets in empire space, but below .5, so that if someone attacks you in .4 at a gate or station, the turrets will fire on them.

And we have skills that lower the weapon's CPU and Cap need by 5% per level.
How about a skill that lowers the weapon's PG need by 5% per level? Just for consistency and stuff. This should be a normal skill tough in the Gunnery tree, not some NPC-drop-only stuff.

How about a skill that lowers the weapon's PG need by 5% per level? Just for consistency and stuff. This should be a normal skill tough in the Gunnery tree, not some NPC-drop-only stuff.

Yeah, you'r right 5% per level would be too much, but I guess CCP will check thier weapon-sheets anyway and they can fine-tune it on the test server.
But any kind of bonus would be cool, it feels that was just left out since CPU and Cap usage does get bonus from gunnery skills.

Allows the character to gain skill points slowly simply by using ships and modules. The primary skill required by the module or ship increases at a rate 10% of the training rate whenever the module is active or the ship is undocked and active. For every level after the first, this skill increases the experience learning rate by 2%
It may also be acceptable to lower the rank to 6, decrease the base percentage to 5%, and decrease the increment to 1% |

nay nay nay.. not having to get points from doing stuff is one of the defining points in eve, i dont have to be unemployed a student or otherwise lazy to play (ok so it helps) and get the most out of the game.. (allthough having more time in eve is still an advantage )
I do think there is a need for advance-advance learning skills tho and im thinking of training the advance learning skills all to level V just incase

1. Advanced smartbomb operation (rank5) reduces cap use of smartbombs by 2-6% (req. energy pulse weapons lvl 5) 2. Smartbomb specialization 250-1500m more range per lvl ..req. advanced smartbomb op. lvl x

How about some special corp theft skills for Istvaan and other griefers?
Basic corp theft Rank 1 : get access to on extra hangar per level. Stealthy corp theft Rank 3: 10% less chance of being detected by the new shiva accounting stuff per level
