Dust514 sounds like it's going to be a new manufacturing resource found on the planets the mud humpers will be fighting on. You know like Fulerite-C540, Carbon-86 that sort of thing.
It will probably form the basis of a two way resource interaction in which Eve players spend isk to provide war supplies to Dust players, and in return we get Dust514 which we will make new toys out of.

514 is the number of players who will stick with -yet another- FPS after the first week.
Of course, since CCP is changing sov to be dependant on Dust, this will negatively impact EVE.

514 is the number of alcoholic beverages that was needed before the CCP staff were willing to commit to a FPS game (a console game no less).
There is as far as I know no mention of the number 514 in the prime fiction. Could be a Concord sanction or something that is put out of commision similar to what happened when FW started.

If that was the case, would your bloodline affect how you shoot people? I don't think the Intaki would make very good soldiers, bunch of hippies as they are

Well, looking at it further, it includes all systems in the following regions:-
Cache, Insmother, Impass, Feythabolis, Tenerifis, Omist
514 solar systems in total. So my guess would be that it will only take place in those regions?

It seems Dust514 will be an Ego Shooter in the EVE Universe. The Game will be Console exclusive but there will probably some Connections to EVE Online (probably with Players giving Orbital Support or something like that)

Just my 2 cents but I believe DUST 514 means Dust = The begining. 514 = 5 = May, 1 = First, 4 = 2004 Meaning they startted this project 1 year after Eve went live May 6 2003. Just my 2 cents
