There's now a sanity check in the agent system that should prevent any agent mission from dishing out a objective that contains contraband, unless the mission author specifically requests it. This should prevent the R&D mission from doing bad things.
The market should likewise no longer allow trading with illegal goods. Note that illegality varies from region to region. Check the type's info window for details, or the info window of the faction that owns the region.

There are also some slaves in the cargo and the agent sais they would be happy if you free'd them but they don't make this a requirement to complete the mission.

That good to hear. But what about missions like "The Blockade", which is at a jumpgate.
Several times I see people attacking my mobs, picking up my loot, or jumping in and starting their own "The Blockade" mission.
Try doing this mission in a high travel area and its even worst.
Everyone and their mother will goto the highest quality Level IV agent for Security|Command|Internal Security.
Probably because Kill missions (loot + bounties), are so popular compared to Courier missions (no loot + no bounties) that probably 90% of the Level IV agent runners will be concentrated in these systems.
I'm sure you know by doing a statistical run of where missions are being completed and what types of missions are done in the last 6 months. You'll see that probably 85% of the missions are Kill missions from a small number of Security|Command|Internal Security agents.
Just my 0.02 isk.

CCP appears to have decided to proceed with (Superhighway) Tolls - there is an option for the autopilot in the Shiva client for this already but of course it could very well be implemented post launch.
We were thinking that this would have a huge impact on runners - both traveling to/from agents and doing missions (esp large cargo missions) - with that impact having a degree of randomness (position of agent's station relative to superhighway). This begs the question about what the agent devs make of this can of worms and how the agents might be changed when tolls are imposed?

We were thinking that this would have a huge impact on runners - both traveling to/from agents and doing missions (esp large cargo missions) - with that impact having a degree of randomness (position of agent's station relative to superhighway). This begs the question about what the agent devs make of this can of worms and how the agents might be changed when tolls are imposed?

I think Superhighway Tolls are great!!!
Would help traders alot since its the disparagy between regional prices that allows that profession to make money.
I remember the ol'days when the empire systems where NOT connected by Superhighways...then you had to travel though 0.0 space to get to the next region - alot of pirating then.
Hopefully, one day, CCP will allow us to make our own player owned jumpgates that we control. Imaging making your own jumpgate that shaves 2-5 jumps off your 30 jump travel? Or making your own "secret" jumpgate into enemy territory to flank them or to bypass a blockade.
There are many possibilities.
Oh well...maybe post-Kali.

I'm assuming that you're referring to the fact that slaves are contraband in various locations. In Shiva, the agent system will not give you a mission with contraband unless the mission author has specifically noted "give it out, even if it's contraband". Which will generally not be the case. Thus you simply cannot get this mission f.ex. in Minmatar space. If the mission author wants to work around that, he would undoubtedly make a special item type such as "freed slaves" that doesn't get customs officers involved.

I'm assuming that you're referring to the fact that slaves are contraband in various locations. In Shiva, the agent system will not give you a mission with contraband unless the mission author has specifically noted "give it out, even if it's contraband". Which will generally not be the case. Thus you simply cannot get this mission f.ex. in Minmatar space. Hm, how about research corps that have no lvl 4 R&D agent? Viziam for example. There is a lvl4 agent in the corp but he is not in the R&D department. I would guess ppl doing research for vizaim will be unhappy if they can't do lvl 4 research, and in the end everyone will just go to carthum instead.
Speaking of that, Khanid innovations research agents are max lvl 2 - not much for a corp that seems to be producing lots of t2 ships... ;)
