I think what he was trying to say FA didn't give two cents what was happeneing in the region as long as they controlled the refining station and got a cut of everything that was being refined.

From the rules they just enacted (before getting curbstomped) it certainly looked like they were going to be restricting access. Locked someone else? Then you're a pirate. Accidentally popped a rock? Then you're a pirate. After all, the term "piracy" (at least in the traditional sense) referred to any crime commited where the Lord of the Admiralty had jurisdiction. So as long as they continue passing laws, they can exclude more people as pirates.
Let's face it, no well-organized group can police a territory and still call it "free" space. The minute they start excluding people it is no longer "free." The minute they declare that certain others will be KOS it is no longer "free." And the minute they start charging for mining permits it is most certainly no longer "free."
I'm not saying that they are being unreasonable. However, they need to give up the charade of the "free space" propaganda. They closed it by becoming active and declaring themselves the sole arbiters of right and wrong.

That depends on whether you think the term "free" should mean CA running rampage in CFS space. In my book, this is what your view of free would mean.

No, in fact I could live with the definition of "pirate" automatically including CA. However, I fully expect that in "free" space, as a "friend of CFS" I could plop a POS down at an untapped moon and go to town without being hindered.
However, there can be no "free" space sandwiched between CA and FA, not if there is to be any security. If they can make more money from holding the stations and charging a refine tax, with an entrance fee (like for Fountain for NPCing), they'll do that... FA have no aims, nothing - except for making money, for no particular reason. At least people in say CA, CFS use their money for something fun. --------
