The year is April 2009, the IRS launches the last of the agency's deep space probes. In a freak computer mishap, Helios 3 and its pilot Agent Vladimir Norkoff are blown out of their trajectory into an orbit 1000 times more vast returning Vlad Norkoff to EvE... over two-hundred days later!
It's a new age of darkness...
A time of even deeper crisis...
And chaos and carnage still sweep across the four great Empires of EvE...
In this new era of woe, few are willing to take a stand for justice.
Few will fight to right the fiscal wrongs that afflict mankind.
Few are willing to walk the thankless path of tax collection.
We are those few.
We are the IRS.
These are our logs...
And so begins the eighth installment of the critically acclaimed Taxman series. Other chapters being Taxman I: The Taxman Cometh, Taxman II: Amarr Safari, Taxman III: Attack of the Blob, Taxman IV: Rogue Agent, Taxman V: Back in Black, Taxman VI: Voided Ledger, and Taxman VII: Kingdom of Vlad. Audit Log - Prologue - It's gone. All of it. J162700 has fallen. No tower crooning for the Blood God. No field of corpse cans. No bubbles waiting to suck in the unwary. The Kingdom is no more. POS modules lost to a wandering Black Serpent Technologies chump in a Nighthawk. Tower lost to Sic Transit Gloria. Killed slowly. Over days. Bastards. But can't dwell on it. It's the past. Two hundred days ago. Ancient history. Relic of another age. Just like me.
But now it's time to forge a new destiny. A new goal. A new path. And what better way than to go back to what we always do. Enforce the tax code. In Mito. Course that might be hard in the only ship we have left. The Helios. Whatever. Will burn that bridge when we get to it. First things first. Scan a wormhole and head home. Leaving a beacon alt behind of course. Won't dwell on J162700. But will never forget it. Or forgive. One day, we will return.
Spend the next few days rebuilding the fleet. Killing Guristas with a single Hobgobbie. One Plunderer at a time working towards a Merlin. Then quickly get bored and just use the billions left over from the T3 BPCs. Honestly, working for ISK is simply too much effort. Besides, have to get back to taxing other peoples work. And there are plenty of unlicensed miners about. Toiling away with their lazors, filling cans for hours on end, only to have their illegal gains impounded. It's justice. And it feels good.
Course some fight back. Most die. Find one group in particular. ICE. Somehow it stands for "On the Rocks"... Oh wait... How cute. Haven't seen an alliance name like that since BLOB. Christ. Start digging into their past. Run the books. And no surprise, they're shady. Denizens of the North. Freighter pilots. Unrepentant miners. And even associated with Black Serpent Technologies. Possibly even connected with the mysterious evil MasterMind of the North. Only downside is ICE already seems to be in a war.
Call up these anti-ICE vigilantes. "Death's Right Hand". Nice name. Goes well with taxes. Leader is named "Death Tou". Sounds foreign. But decent enough chap. Figures they'll continue for only another week or so. Which is good. Eager to start and not terribly keen on sharing. Seems interested in us starting sooner though. Asks how much the Concord filth would charge us to start our audit now. Humor him. Click apply action to see how much it would cost. Oh... Seems to cost 100mil. Because that's how much we are now missing... And the audit starts tomorrow... Fecking Concord.
674 criminal thugs in 13 corporations. One tax agent and 7 of his Right Hand men. Hope there's enough thugs to go around.

Audit Log 20100101.0632 - A new year, a new audit. Seems crime never takes a holiday. Means we never get to either. Will have to make our own fireworks then. 200mil ISK of them. Start patrols in Mito with a Vexor. Usual suspects lurking about. Docked up in groups of two or three. Waiting til their numbers build up no doubt. Typical. Try the waiting game, but never really been much of one for camping. Boredom.
Switch to the Arazu and wander south. Head towards their base in Sankk. Chat up with the vigilantes and bounce about searching for criminals. Barely miss a Navy Raven. Unfortunate. Cruise through Sobaseki when a call comes in. Vigilante engaging an ICE Myrm in Jita. Thug is some chump named Nike Airwalker. Always good to name yourself after your footwear. Jump in and head to the only station in system. Just in time to see the Myrm warp towards a gate. Good. Can't dock at gates. Follow and jump through after him. Light shoeboy up, hit him with rails, drones, and points. He burns back to gate, lols me in local, and jumps. Just as expected. There are two of us ace. Arazu on one side, vigilante Curse on the other. He's fecked.
Tries to make a run from the Curse. Like that's gonna work. Let him fully commit to his lemming run and then jump through after. Oops, forgot drones. Whatever. Not like it matters. We kill him slowly, plinking away with rails and missiles until bored. Then sending in the Curse's drones. It ends quickly. So does the pod. ICE outstanding taxes and fines now stand at 110,000,000 ISK.
Nice start to the audit. Let's see if we can make it continue. Criminals make themselves scarce down south. Head back up towards Oimmo and switch to a Myrm of my own. Poke about and find a festering pit of ICE s****in Vourassi. Finally locate their station hideout. Five of them. Decent enough odds I guess. Flush 'em out and undock into them. Scorp, Rohk, Raven, 3 drakes. This should be... interesting. Raven and two drakes warp, rohk vanishes. Lock the Scorp and Drake. Scorp jams and bails, only the Drake left. It's Mr Ewog. Amusingly, had actually considered making him my apprentice before. He's moving but not warping. Station is as close to a kick-out as Caldari get. 10km docking ring. This smells of something. But what the hell. It's a triple rep Myrm. Shouldn't be a problem.
Point & web the still non-warping Drake. Overheat the ACs, launch the drones. Drake shields melting. One rep easily negating the missiles. Drake hits half shields and the Rohk undocks. Huge surprise. Pull drones and cancel mods. Kick on a second rep. Raven and Drakes show up. Joy. Burn back towards the station. Missiles and Torps start hitting. Ouch. Third repper on. Into hull. Overheat the rack. Armor bouncing back and forth. Alarms blaring. Cross fingers and keep counting. 28. 29. 30. Hit dock. Still aggro'ed. Crap. 25% hull. Try again. Phew. Skin of the teeth. Just like always.
Repair, hop out, and they're gone. Hmmm. It's almost as if they know their trap failed and have abandoned the attempt. It's almost as if... they're competent. Very odd.
Remainder of evening is uneventful. They try switching to a Rohk-Scorp-NeutDomi combo. Vigilantes only have a BC and Recon nearby for support. Even if I switched to our Domi it'd be too much. It's a stalemate. But there's always tomorrow.

Audit Log 20100102.1840 - Next day starts poorly. Complete boredom. Not a target to be seen from Oimmo to Jita. Criminals huddling in stations. Cowering. Informants claim ICE moving faction ships out of area. Odd. Run the pipe looking for targets. But their spies are efficient. Roaches disappear into the cracks whenever we arrive. Pathetic.
Take a break. Return to find out the vigilante leader got popped in Jita. Can't think of a more embarrassing place to die. But at least he got to shoot something. Almost a bit jealous. Bounce back up to Vuorassi and see a Drake on gate. It's 4orce, one of their phonetically challenged elder pilots. No real combat record to speak of. Six other criminals in local. Doesn't feel right. Swap out to the Helios and launch probes. Other thugs slowly filtering out of system. Soon only the drake and one other scuumbag in system. Really doesn't feel right. Ackbar alarm going crazy. Meh. Feck it. Time to grab the Myrm.
Jump back thru and the alphanumeric chump is still there. Hit the AB and target him up. No response. Odd. Hold off on the aggro for the moment. He asleep at the wheel? Nope. There he goes targeting back. It's on. Point, web, ACs, standard drone pack. Missiles hit. HAMs. Think we'll go straight to two reps. Manticore uncloaks. Not good. All three reps on. Torps hurt but managing. Plus bomber is painting and scramming. Wait.. wut? Scram? Point blank bomber is dead bomber. Swap to warriors and switch targets. More show up. Rohk and another 2 Drakes. Crap! Wasn't watching local. Bomber pops. Pull everything in, overheat the reppers and pray. Armor swinging back and forth. More and more hull dropping. Jump timer almost done. Spam. Spam. Flash and jump.
In a pod? What the..? Pods can't jump after explosion. Fluid levels and all. Hell it's my favorite way to enforce justice. Weird. Must of been simultaneous. If only we'd been half a second quicker. Damn. But saves the indignity of having to warp away. And that's always nice. Quick swap to the Arazu and head back. Everything is gone. Thugs. Wrecks. Drones. Everything. Like it never even happened. Eerie. Like no criminal we've seen before... Then again, perhaps they are. Just simple generic thugs. Turns out they are inordinately proud of blobbing a Myrm. And yet, seem to have difficulty documenting their own losses. Typical. But that's why they are criminals. And that's why they end up getting audited.
ICE outstanding taxes and fines now stand at 155,000,000 ISK.

In regards to the killboard, its a widely reported Y2K-like bug. week one of 2010 started partway through week 53 of 2009, and the killboard freaked out. theres a fix, but it won't be applied until the maintenance crew returns from holiday. kills only show up because the homepage is set to show the most recent kills. if you click the Kills button, they magically disappear. everything is there, it's just not being displayed properly.
anyway... good read so far.

It's people like you that ensure the posting quality of forums is typically very low. His posts may be garnished to tell a story but it is a lot better that the "lulz look a kill mail!!!!11!!11 zomg I'm bad ass" posts that can be expected from your ilk. Let me guess you jumped 8 people on to his frigate and you are calling him a sissy because he ran off? Save yourself the effort and post less take a deep breath and try to be less angry.

We know what he is doing. We're not stupid. You need to realise that this is C&P! Griefers are welcomed and applauded here. You won't find any justice here and there are way too many fans of the IRS here. This is probably one of the most interesting spins on piracy so far.

I for one support Vlad's fine, legitimate business. Especially when such obvious tax-evading criminality is on the recieving end of justice.
The fuss they're making just makes me wonder what else they're hiding. Maybe Mr. Cayne may decide to look further into it at some point. Although I'm no professional, it seems to me they definately are putting up a lot of verbal resistance to a routine investigation.

Audit Log 20100103.2102 - Annoyance. Much annoyance. Spent much of the day vexor-ing outside their Sankk HQ station. A bloody fecking vexor camping 4 people. Unbelievable. Could probably do it in a Bantam. Plus side is got to catch up on some entertainment and sports. So not all bad. Must simply wait them out. Impatience is the mindkiller.
Course waiting only works when something eventually happens. And it's painfully obvious that ICE crimebosses have instructed their thugs not to undock when I'm active. Their usual haunts are empty. They will not fight... Unless of course they have 5-1 odds or better. And larger ship classes. And their best pilots. Lovely. They intend to bore me to death. To blob me to death. And they think to bleed me financially. But we have deep pockets. We will be patient. And we will enforce justice.
Wander up and down the pipe. Check the side alleys. Off the beaten path systems. Nothing. Either docked or empty. Feh. Head home to call it a night. Hit Hag gate and run into a solid wall of red. Four BSs, some BCs, couple frigs. Second time that's happened today. Good thing I'm in the Arazu. Sure, some might engage those odds. But think we'll refrain for the moment. Instead just hop past and continue on our way. ICE thugs continue on their way as well. Straight to Mara where they get their asses handed to them. Sigh. Apparently I should of followed them.
Instead I head to some locator agents. If the systems are empty, then the criminals must be hiding someplace else. And looks like that place is nullsec. A8A-JN. The center of the ICE empire. All two systems of it. Renters. How cute. Well now we know where they are. Screw this patience crap! It's time to take the fight to these biatches!
And I got just the tool for the job.

Griefing? Do you have any clue what griefing is really like? I bet not, it is rather time consuming and very specific. He is simply playing the game as he likes, a random spurt of activity wardeccing one corp or another under the auspice of a Tax evasion investigation. After a while he stops playing (or stops posting) for several months then comes back again. While I'm sure you believe your writing to be of the upmost pinnacle of enlightenment however it reads like an emo tween crying because his parents want you to mow the lawn explaining your grief about the unfairness of it all to our own deaf ears. However I wish you well on your quest of trolling this thread, as a topic is always more entertaining when it involves the weeping of the sad and dejected.

Covert Cynos. Well sure, we can't use bombs or cynos, or fit any semblance of a tank, but positive it will work well. After all, it's got torps and a cloak. True, we've never actually flown a bomber, but how hard could it be? It's just like a frig. Frigs. The ships I've lost the most of... Bah! Stay positive. It'll work out fine. It's only nullsec.
Never really liked nullsec much though. Not because it's difficult or deadly. Because it reminds me of what we used to be. Back in the Rabbit days. Gatecamping blobs chestbeating over blasting noobships with 5 battleships. Pathetic. Utterly talentless nubbin fighting. Even worse in nullsec. Too many NAPs make for desperate lazy pilots, hungry for killmails to validate themselves. Too much like we used to be. Feh.
Finish fitting in Hag and head out. Get a call enroute. Vigilantes say ICE hauler making a run northwards. Bounce around trying to hedge it in. ICE runs out some decoys. Keep focused on target, but hauler goes to dock. Next time then. Head up to Obe. Criminal in local. In a personally named hauler? Quick scanner narrow. At gate. Warp in and there it is. Not moving. Odd. Asleep? A trap? Only one way too find out. Uncloak, instalock (nice change from the Arazu), paint, torps away. Deep into armor with first volley. Second ends it. Lock pod. Burn it to ash with Navy Infernos. Oh yay. Epic victory. Popping a sleeping unfitted hauler. Not even worth scooping the corpse. Still, it's a 5mil credit, so take what we can get. But enough of this, time to take the fight to their doorstep. Warp to P3 gate and jump.
Bunch of NC types in local. One thug. Sling bubble at gate. No ships. None visible that is. Warp to planet, scan outbound gate. Clear. Warp to range, start moving away for bookmark. Will need these in the future. Repeat every jump to the criminals nest. Next system clear. Start bookmarking. Thug enters. Next system. Two thugs waiting. Have a feeling this is going to be like some videogame. More and better thugs the closer we get to the "boss level". Joy. Move from BCs and recons, to 6 in ceptors and dictors as we approach A8A. They are all equally incompetent. Patience is the key. Slow and steady wins the race. Constant socket discos keep things interesting. Finally get gate bookmarks at both entrances to the nest. Gonna be hellish. They know we're coming. They're definitely prepared. 3 crows and a flycatcher on gate. Warp in and jump.
A8A is a solid mass of red. At least ten on gate. Broadsword with a bubble up. Patience. Relax. Swallow. And go! Align, cloak, pray. Crow comes screaming out. 5km miss. christ. If he had drones assigned we'd be toast. Clear and warp. We're in! Let the carnage commence.
Turns out to be a pretty crappy system. Far worse than expected. Mere handful of belts. Poor layout. Can see why it's being rented out. An NC ghetto. Exactly where you'd expect criminals to lurk. Looks like ICE is trying to eke out a living mining low-level moon-goo and running plexes. Would almost feel sorry for them if they weren't so unapologetic about their crimes. 23 thugs in system, but few targets available. Most hiding at the flag tower. It's an all new high for us. One bomber camping in 2 carriers and assorted battleships. Unbelievable. Patience is the key here. Wait. Lurk. Instill fear.

Audit Log 20100108.1704 - First week of the audit has ended. Have accomplished little so far. Some early successes, some setbacks. No net change to the criminals ledger. Thugs still stay docked or cowering behind the skirts of their nullsec masters. Making it difficult to collect. Plus, bastards at CONCORD have charged us another extortionate fee of 100mil for the next week. Guess it pays to wrap these things up quickly.
But hasn't been all bad. Have already had two corporations surrender and leave the ICE syndicate. Number of other individual thugs as well. Rats fleeing a sinking ship. About an 8% drop in membership for the week. Decent start. Looks like I've mostly driven them out of empire space as well. Amazing that one tax agent can so drastically affect the operations of a 650-man alliance. Well not really. Crime always fears justice. Still, surprised that they don't "bring it" anymore. Gotta wonder how their wageslaves feel about the situation. Who knows really? Difficult to fathom the criminal mind. Usually best to just kill them instead.

You have yet seemed to be able to get any real kills from your posts. You just seem to do a little greifing, station games and a whole lot of running once you realize you can't take evn one ship down. The one about warping in on a lvl 5 mission and you still couldn't hurt them made me laugh. If they didn't have a point on their ships even when you decided to come back in after having to go repair you ship tells me they dont seem to be to worried about you. By the way why don't I see that on your aduit. That repair should have to cost something. However you do have some serious writnig skills

Audit Log 20100117.1704 Sitting in my ship, i see a old nuisance. Vladimir Norkoff, the legendary can flipper. Tax collection? More like bandits, stealing from hard working miners under the disguise that he "tax collecting." I remember the first time i engaged him, he came out stealing from my storage of minerals. Came back in my battlecruiser, locked and blew up his badger. Came back in a venxor and after a good fight the "taxman" ran away like a girl. I thought to myself, is this the great Vladimir Norkoff? Nothing more than a thief. A man that calls himself brave but hides cloaked in his stealth bomber knowing that if he strikes he will be shot down. Of course, knowing how he spent 200 million isk on a war dec against us, I pity the poor man. The "taxman" must be doing a poor job tax collecting if he cant pay concord for his war. Oh well, I knew that Vladimir didnt have the balls to come after us. So i sat in my ship and twiddled my thumbs.

Audit Log 20100115.1201 - They think it ends. Fools. It never ends. Not until we collect every penny owed. Every red bloody cent. Time has no meaning for an audit. Will pursue them forever if need be. The wheels of bureaucracy may turn slowly at times. But they always, and inevitably, grind down all who stand in their way.
Still... another week gone by with little to show for it. Started off with the usual roaming. Got the usual results. ICE criminals docked and clone jumping away. Utter lack of aggression and pride. Typical. Breaking point was finding a small cluster in Tintoh. Run some probes. More thugs start pouring in. Mostly BSs. Then their attempt at bait and trap. Rohk 150km insta off station. Riiight. Because Blaster Rohks are good bait with their huge buffer tanks and 1000dps damage. Especially with the confirmed additional Hype, Navy Raven, and other BSs they docked up in. Freaking ridiculous. Time to change tactics.
We'll take a giant dump in their backyard and see how they like it. Another Stealth Coffin. Lurk and wait. Login to ship at random times. Bounce about. Try to catch the unwary. Had a close shot on a pair of Hulks, but ended up out of range. Pity. Results so far are less than stellar. While our mere presence restricts their operations and income, it doesn't show collectable results. 25 thugs in system and they cower behind shields for hours on end. And seems they are warping out of belts and sites before we can even finish logging into my ship. Yeah. Gotta love the Concord Carebear Protectorate (CCP) and the fabulous non-consensual buddy list they provide. Only upside is that we don't need to pay Concord to enforce justice out here. And that's always nice.
In retrospect, need to make some alterations to the plan. Manticore probably not the best choice against habitual Gurista ratters. Adjust the fit a little as well. Different ammo types. Slight change in tactics. A new week, a new plan. Wonder how they'll feel about hotdrops.

Past week has seen an increase in ICE membership. Up 17% since last report. Apparently have done some recruiting. Addition of two new criminal groups, more thugs flocking to the established corporate gangs. Some might consider it a negative indicator for the audit. We call it an opportunity. For in the heart of every criminal there is a singular and important element. Something we can exploit. Something that gives us an inside agent.
A new ally, and a new bomber. Back with the Nemesis. Not really a bomber though. Replaced launcher with something more fun. More effective. Get some locations from our new friend. And wait. Patience. It's always the key. And then the time comes. Should be a good target. Login, cloak, scan the approach from emergency warp. 3 Hulks... and a Tengu. Oh. Crap. This might be a little too good. Hopefully will take one down before we pop. Hot mods. Warp-in is perfect. Gotta give our insider that. Hulks already moving. Swallow. And go!
Uncloak. Target a Hulk. Another hulk warps. Point. Missiles away. Check the Tengu. It... warps? Bwahahahaha! Holy shiite, what a freakin wussy! They KNOW I'm only in a bomber. Alliance enforced cowardice simply ingrains more cowardice. I so dearly love the criminal mindset. We can do this! First volley knocks shields to half. Overheat. Hasn't targeted back. Second, third, fourth volleys. It's into hull. Third Hulk still hasn't left. Light it up too. Hulk down. Start on the second. Point, paint, missiles. Heart pounding. 13 thugs in local. Where's the response? How long I got? Can't possibly get this good. Volley one. Two. Go torps go! Three. Four. Dead. Cloak!
Drift. Pulse still hammering. Gotta relax. Let the adrenaline flow out. Focus. Check killmails for Gistiis. No luck. But about 20mil in loot. Can't carry it though. Pity. Uncloak, pop the wrecks. Give them nothing, take from them everything. Wait and watch the cans. Fail Anathema with no cov ops warps in. Looks around. Leaves. Keep lurking. Want the rigged hauler. Nothing. Feh. Pop the cans and go.
Tally the ledger. 458 million. Cleared the ledger and then some in just two minutes of carnage. In a dilemma though. Audit length normally determined by Concord timing. Doesn't apply out here though. Mmmmm. One week then. Midnight Saturday or until ICE submits their abject surrender. Longer it goes, more they will lose. It is inevitable. It is destiny. We always collect. We always succeed. ICE account now shows a credit of -158,000,000 ISK to be held in escrow against further transgressions of the tax code.

Oh yeah. Kinda forgot to wrap this up.
Umm... Long and short of it is I spent another 2 days lounging around with a Bomber in their home system. Finally got a warp-in on a Drake, but was accidentally decloaked and didn't even notice. Instead of opening up on me, he ran away. Realized at that point they were pussies of the highest magnitude and just left. Back to empire to abuse Lonetrek.
Overall was the most depressing audit I've ever had. Was expecting to get completely owned. Hell, I was hoping to. Instead I got a pack of tower-hugging alt-smacky douches. Words escape me. I cannot truly express my disgust for the On the Rocks alliance. Normally I have a certain amount of respect for my opponents. Not in this case.
As for the future, not sure. Might go back to hunting w-space. Might go after another alliance. Might actually start recruiting. Not sure.

We decided to take a stab at On The Rocks pretty much at random. I had read the report, but didnt remember the alliance name. I just noticed they were pretty numerous and a friend said they had alot of faction ships. Our own little war ends in 24 hours, but as you can see we did okay
